Federal Civil Works Capture Manager

JOB DESCRIPTION AND RESPONSIBILITIES:

- The Capture Manager has overall responsibility for positioning to win the profitable work.

- The primary focus for the Capture Manager is the management of the transition from opportunity discovery; through the proposal and bidding process; to the proposal win.

- Reviews opportunity and qualification of opportunity with Account Manager.

- Establishes and meets pre-proposal and proposal budgets.

- Develops, recommends and solidifies the Capture team.

- Prepares, updates, enhances and implements of the Capture Plan. Prepares bond requests, requests for Proposal Management assistance and notifications to contracts, legal and risk management of upcoming efforts.

- Works closely with Proposal Manager and Technical Manager to ensure win strategy, client issues, discriminators are clearly stated and incorporated into proposal.

- Obtains technical and cost personnel and other resources required to complete the proposal.

- Participates in all reviews of proposal document.

- Develops proposal budget and schedule with input from the Proposal Manager.

- Updates Sales information at all times upon notification of project award or loss, closes entry in ShawSales and completes appropriate paperwork for marketing and management.

REQUIRED QUALIFICATIONS:

- Must have experience with Federal Civil Works Projects.

- Excellent Writer and Negotiator.

- Organization and process skills; leadership.

- Experience with design and construction (especially large civil works).

PREFERRED QUALIFICATIONS:

- Construction experience.

- Proposal and/or bid experience.
