Job Description
MCFA is seeking highly motivated individuals to join our team as Resource Efficiency Managers (REM) for Fort Riley, Kansas. The responsibilities of this role will be dynamic and depending on the individuals background, knowledge and interests may include:
Reducing overall utility costs and consumption by reducing energy intensity by at least 3 percent per year and water consumption intensity by at least 2 percent per year.
The REM shall identify any policies, procedures, or other obstacles that may limit the ability to fully achieve the energy and water reduction, and sustainability goals for the installation
Use Spreadsheets, Advanced Meter Data, Utility Billing Databases, and Expertise to Identify and Help Correct Anomalies in Facility Energy Use.
Develop an Effective Network of Facility Managers and Building Energy Monitors
Optimize Facility Operations to Minimize Utility Costs.
Develop and Sustain an Effective Energy Awareness, Incentive, and Suggestion Program.
Support Utility Demand Reduction to Maximize Cost Avoidance.
Conduct Energy Audits.
Provide Renewable Energy Support
Identify Potential Energy Projects, Programs, and Initiatives.
Support the Implementation of Energy Projects.
Background
A REM with a PE license shall have the following experience:
A minimum of 3 to 8 years of proven performance in facility management, in one or more of the following areas:
o Project management.
o Project development.
o Project facilitation.
Documented ability to achieve substantial energy savings in facility management.
Demonstrated ability to develop an energy baseline.
Experience in one or more of the following areas shall be advantageous to the REM:
Practical hands-on experience in the Department of the Armys annual energy reporting requirements to include:
o The Army Energy and Water Reporting System (AEWRS) elements and process.
o Each of the review steps in the annual energy reporting process from the DPW up through the reporting chain to Department of the Army level.
Experience in an Army DPW organization, Air Force Base Civil Engineer (BCE) organization, or Navy Public Works Center (PWC).
Experience conducting energy audits
Experience with Heating, Ventilation, and Air-Conditioning (HVAC) systems, steam and hot water boilers, chillers, and other energy intensive systems and equipment
Experience performing life-cycle cost analyses
Evidence of an ability to prepare and present formal multimedia presentations.
The ability to train others.
Knowledge, Skills, and Abilities:
Your experience should include:
Knowledge of utility rate/tariff structures to include:
o The ability to evaluate the accuracy of utility billings.
o The ability to determine if the installation is currently on the most beneficial rate structure/tariff.
A REM shall demonstrate evidence of the following abilities:
o Effectively communicate thoughts, both in writing and orally.
o Work independently and proactively in achieving complex technical objectives.
o Effective interpersonal skills:
o Work well with others in problem solving situations.
Develop and facilitate solutions by achieving consensus on complex or complicated technical issues.
Ability to work with Microsoft Programs such as Word, Excel, Access, Microsoft Project, and Power Point.
Self-motivated.
Develop and implement an energy awareness program for federal installations or private sector facilities
Must be a United States citizen legally authorized to work in the US; and
Ability to pass a National Agency Check with Local Agency Check for secret security clearance.
Education:
A REM shall possess at least one of the following combinations of educational and related experience requirements:
A four-year engineering degree (preferably in mechanical or electrical engineering) and/or a registered Professional Engineer with a minimum of 3 to 9 years experience in energy management.
An Environmental Science, business or related degree with a minimum of 5 to 12 years experience in energy management.
A two-year technical degree with a minimum of 8 to 15 years experience in energy management.
A non-degreed REM with a minimum of 10 to 18 years experience in energy management.
Certifications:
A REM shall either be a Certified Energy Manager (CEM) or shall provide evidence of CEM certification within one year of being hired as a REM.
Possession of one or more of the following certifications in addition to being a CEM shall be advantageous to the REM:
Registered Professional Engineer (PE)
Certified Energy Procurement Professional (CEP)
Certified Lighting Efficiency Professional (CLEP)
Certified Measurement & Verification Professional (CMVP)
Certified Carbon Reduction Manager (CRM)
Certified Power Quality Professional (CPQ)
Certified Energy Auditor (CEA)
Certified Indoor Air Quality Professional (CIAQP)
Certified Green Building Engineer (GBE)
Certified Sustainable Development Professional (CSDP)
Certified Business Energy Professional (BEP)
Certified Building Commissioning Professional (CBCP)
Distributed Generation Certified Professional (DGCP)
Certified Geoexchange Designer (CDG)
Leadership in Energy & Environmental Design Accredited Professional (LEED-AP)
Building Operator Certification (BOC)
Compensation
