Position Opening
Good Harbor is seeking a motivated individual with a background in physical protection security systems technical management for a national commercial nuclear power enterprise. The Security Master Plan (SMP) Consultant will work at the highest level of technical management, providing requirements definition, design, implementation, technical evaluation, and integration in the development of an SMP. This includes customer relations, managing political agendas, technical system quality, trade-off analysis, policies, procedures and project management. The Nuclear Safeguards and Security Program (NSSP) SMP will function as a strategic planning guide.

Seeking personnel who can provide a 2-year minimum commitment to the program.

QUALIFICATIONS
• Degree in nuclear and/or security-related subject; advanced degree preferred or equivalent experience
• 7-10+ years commercial nuclear security experience
• Experience working in international setting (Middle East preferred) is advantageous
• Knowledge of the construction industry preferred
• Ability to work independently with minimal guidance, as well as the ability to thrive in a dynamic working environment on multiple projects across functional areas
• Excellent interpersonal, analytical, and communications (both written and oral) skills and ability to work in a team-oriented environment
RESPONSIBILITIES
• Serve as technical consultant & coordinator for all nuclear security-related SMP planning
• Support the establishment of the security framework for addressing plant and system interfaces, physical protection technologies, training, access controls, mitigation strategies, site assessments, personnel security, engineering drawings, emergency preparedness, and response force operations
• Support a survey of existing, international commercial nuclear power enterprise facilities and security policies, protocols, and guidelines for best practices and operations
• Support a survey of UAE and international regulatory authorities and their existing security plans and protocols to ensure integration and compatibility
• Support development of Explosive Blast and Impact Analyses, Site Assessment, Mitigation Strategies, and Audits for NSSP legacy and operational structures
• Develop procedures and plans related to the implementation of the NSSP Security Master Plan, covering pre-construction, construction, and operations
• Provide assistance with the implementation of NSSP protocols to ensure continued compliance with international standards
• Assure good systems engineering principles and processes are applied
• Interface to NSSP security/Design Basis Threat (DBT) field team, physical protection system design team, and security effectiveness assessment (SEA) team
• Perform other duties as required
