Position Opening

Good Harbor is seeking a highly motivated individual with a background in physical protection security systems engineering for a national commercial nuclear power enterprise. The Systems Engineer will work at the highest level of technical management, performing requirements definition, design, implementation, technical evaluation, and integration in the development of a Security Master Plan (SMP). This includes customer relations, managing political agendas, technical system quality, trade-off analysis, and project management. The SMP will function as a strategic planning guide.

Security Master Plan Team Leader/Principal
Incumbent must be able to pass a security clearance/background check.

LOCATION
Abu Dhabi, United Arab Emirates
Seeking personnel who can provide a 2-year minimum commitment to the program.

SALARY AND BENEFITS

QUALIFICATIONS
• Degree in nuclear and/or security related subject; advanced degree preferred or equivalent experience
• 15+ years commercial nuclear security experience, including experience working as Manager, Deputy Manager, or Technical Project leader for a large organization
• Knowledge of the construction/design industry preferred
• Experience working in an international setting (especially Middle East) is advantageous
• Ability to work independently with minimal guidance, and to thrive in a dynamic international working environment on multiple projects across functional areas
• Excellent interpersonal, analytical, and communications (both written and oral) skills and ability to work in a team-oriented environment

RESPONSIBILITIES
• Serve as Team Leader for development and implementation of the Nuclear Safeguards and Security Program (NSSP) SMP
• Establish framework for NSSP security policy planning, addressing plant and system interfaces, physical protection technologies, training, access controls, mitigation strategies, site assessments, personnel security, engineering drawings, emergency preparedness, and response force operations
• Develop and/or provide assistance with the implementation of NSSP Security Standard Operating Procedures, policies and protocols
• Ensure development of procedures and plans related to the implementation of the NSSP SMP, covering pre-construction, construction, and operations
• Assure good systems engineering principles and processes are applied
• Interface to NSSP security/Design Basis Threat (DBT) field team, physical protection system design team, and Security Effectiveness Assessment (SEA) team
• Upon request, assist the development of an emirate-wide National DBT for nuclear power plant enterprise
• Perform other duties as required
