JOB SUMMARY
Support multiple integrated projects and programs, interfacing directly with project and functional team members at SRS and across the DOE/NNSA complex to integrate activities which support programmatic requirements in support of the Surplus Plutonium Disposition Program. Analyze technical and programmatic information and documents implementing or affecting programmatic requirements.
The primary purpose of this position is to support the update of the Life Cycle Cost Estimate (LCCE) for the Surplus Plutonium Disposition Program and programmatic re-baselining activities.

DUTIES
• Develop or coordinate the development of Work Package Task Analysis and Basis of estimates in support of LCCE development.
• Organize information in appropriate work breakdown structure.
• Lead or participate on program/project teams affecting execution of strategic program priorities.
• Lead or support initiatives focused on strategic programmatic or tactical execution issue resolution.
• Maintain awareness of and contribute to schedules, performance monitoring status, and management reports.
• Provide timely feedback and recommended solutions to management to improve or mitigate problems affecting execution and coordination between multiple sites.
• Provide written and verbal analysis and recommendations to management.
• Identify effective solutions, including implementing requirements.


QUALIFICATIONS
Education:
• PhD or master’s degree or Bachelor’s
• 15 years supporting projects in a management role

Experience/Skills:
• Experience in LLCE development
• Experience with Plutonium processing
• Participation in internal or external reviews
• 15 years experience in Program Management, Financial Management, Cost Estimating, Procurement, Strategic Planning and Execution, or Business Management
• 10 years experience in executive role or highly specialized role applicable to the unique needs of the task
• Familiarity with administrative and technical procedures, practices, and processes affecting programmatic and facility activities
• Baseline development, control, reporting, and change control process
• Effective interpersonal, verbal, and written communication skills
• Experience with multiple integrated projects and programs
• Ability to analyze technical and programmatic information and documents and form recommendations to management regarding impacts to requirements
Licenses

o Reference check to evaluate performance capability may occur.
o The candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. Afterward, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.

o Candidate is actively supporting SRNS via full-service employment or a staff augmentation task order agreement (includes sub-tier agreements.)

Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.
• Travel to partner sites (LANL, WIPP, PANTEX) may be required.

Area Security Access:
Candidate must be able to obtain and maintain a DOE “Q” security clearance. Supplier shall possess a positive FOCI determination from DOE which includes “Q” security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
