Program Manager (LCCE) Life Cycle Cost Estimate

SUMMARY:
Support multiple integrated projects and programs, interfacing directly with project and functional team members at SRS and across the DOE/NNSA complex to integrate activities that support programmatic requirements in support of the Surplus Plutonium Disposition Program. Analyze technical and programmatic information and documents implementing or affecting programmatic requirements.
The primary purpose of this position is to support the update of the Life Cycle Cost Estimate (LCCE) for the Surplus Plutonium Disposition Program and programmatic re-baselining activities.

DUTIES
• Develop or coordinate the Work Package Task Analysis and Basis of estimates in support of LCCE development.
• Organize information in an appropriate work breakdown structure.
• Lead or participate in program/project teams affecting the execution of strategic program priorities.
• Lead or support initiatives focused on strategic programmatic or tactical execution issue resolution.
• Maintain awareness of and contribute to schedules, performance monitoring status, and management reports.
• Provide timely feedback and recommended solutions to management to improve or mitigate problems affecting execution and coordination between multiple sites.
• Provide written and verbal analysis and recommendations to management.
• Identify effective solutions, including implementing requirements.

REQUIRED QUALIFICATIONS:
Education/Experience:
PhD or master’s degree or Bachelor’s
15 years supporting projects in a management role
15 years experience in Program Management, Financial Management, Cost Estimating, Procurement, Strategic Planning and Execution, or Business Management
10 years experience in an executive role or highly specialized role applicable to the unique needs of the task
Familiarity with administrative and technical procedures, practices, and processes affecting programmatic and facility activities
Baseline development, control, reporting, and change control process
Effective interpersonal, verbal, and written communication skills
Experience with multiple integrated projects and programs
Ability to analyze technical and programmatic information and documents and form recommendations to management regarding impacts to requirements
Experience in LLCE development (Preferred)
Experience with Plutonium processing (Preferred)
Participation in internal or external reviews (Preferred)
Candidate must be able to obtain and maintain a DOE “Q” security clearance.
