Project Overview (Brief overview of project, client, scope & objectives)

Provide Management and Operations of six Defense Reutilization & Marketing Service Offices (DRMOs) in Southwest and Central Asia. The contractor will run DRMO operations in Iraq, Afghanistan and Kuwait. The Iraq DRMOs are as follows: Anaconda, Al Asad, Speicher and Victory. The DRMO in Afghanistan will be located at Bagram and the sole DRMO in Kuwait is located at Arifjan. The contractor will also be required to provide service to Forward Operating Bases (FOBs) in Iraq and must have the flexibility to support the U.S. Military wherever deployed in the AOR.

Position Summary

The Receiving Specialist will supervise a team of Third Country National (TCN) receivers in the DRMO yard to ensure property that is turned in has the proper paperwork and is processed according to regulations set forth by the Defense Logistics Agency and the Defense Reutilization marketing Service. Guides, trains and directs the team members in all aspects of receiving property. Possesses outstanding attention for details. Directly interfaces with the customer to ensure satisfaction. Works with the customer to resolve issues related to completed paperwork, acceptable property and properly loaded trucks, boxes and pallets. Works receipt processing and edits DTIDs to ensure information matches the property being turned in. Verifies certifications for Inert, AEDA, Cleaning & Draining, Absence of Human Remains, against property presented for turn-in. Keeps customer truck traffic moving and monitors safety procedures. Monitors delays and takes appropriate action to keep property moving to its required location. Conducts team training on safety, MHE operation, and DTID processing. Supervises team members in proper lay down and storage of property to ensure safety, efficiency and organization.

Job Context/Working Environment

Must havesolid organizational skills and be detail oriented. Deals effectively with dynamic, high-pressure situations. Demonstrated ability motivating and supervising a team of receivers consisting of 3 to 6 TCNs. Self-motivated, team builder (effective leader), who interacts positively with people, and pursues problem resolutions relentlessly until a successful outcome is achieved. Able to work six days per week, twelve hours per day outdoors in austere desert conditions. Able to lift 75lbs.

Communication and Working Relationships

The Receiving Specialist will work under the supervision of the Receiving Coordinator or Yard Foreman. The Receiving Specialist relentlessly monitors receivers to ensure accuracy and property is brought on record in the right condition code, demilitarization code, and quantity. The Receiving Specialist conducts team training, and evaluates their performance as well. The Receiving Specialist works closely with the Reutilization/Transfer/Donation section to synchronize customer scheduling and conflict resolution.

Framework, Boundaries, Decision Making Authority and Responsibility

The Receiving Specialist will be heavily involved in ensuring that receiving documents are accurate and given to the Daisy Operators in a timely manner. The Receiving Specialist organizes his/her team to ensure DRMO receiving operates with organization and efficiency. The Receiving Specialist strictly enforces DTID receipt processing procedures and timelines outlined in DLA or DRMS regulations.
Job Requirements :

Mandatory Education and Experience Level

Education: High School

Experience: Minimum 2 years of receiving/warehousing experience. Supervisor experience. The ability to make sound decisions.

Desired Education and Experience Level

Education: Associates Degree

Experience: 5+ years in warehousing or logistics. Extensive supply chain management and government acquisition experience is highly desirable. First hand experience in the military service or as a contractor, in the Southwest Asia AOR is also looked upon favorably.
