Many of the facilities within the refinery and shipyard / marine environments are included in the Maritime Transportation Security Act (MTSA). This means that working at these facilities requires a Transportation Workers Identification Credential (TWIC).
Beginning in 2009 unescorted access will not be allowed at many facilities.
