DESCRIPTION OF WORK – SPECIFIC
Provide IT project management support to plan, execute and finalize projects at the Hanford Site according to strict deadlines and within budget. Project Management includes the assessment, maintenance, documentation, modernization, testing and program implementation functions. The Project Manager, in coordination with other Project Managers and management, is also responsible for acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. Responsibilities may include the support of legacy systems and the production of new systems. The Subcontractor shall provide adequately and appropriately skilled IT professional. The candidate must be able to develop and maintain positive and effective relationships with peers and staff supporting IM subcontractors and customer base. This includes communicating effectively, verbally and in writing, exercising sound judgment and discretion, as well as working well under pressure and efficiently on short turnaround assignments.
Specific duties and responsibilities include:
•Define project scope, goals and deliverables that support business goals in collaboration with staff, management and stakeholders.
•Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
•Liaise with project stakeholders on an ongoing basis.
•Set and continually manage project expectations with team members and other stakeholders.
•Plan and schedule project timelines and milestones using appropriate tools.
•Track project milestones and deliverables.
•Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
•Define project success criteria and disseminate them to involved parties throughout project life cycle.
•Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
•Develop best practices and tools for project execution and management.
•Develop software documentation such as software management plans, system requirements, test plans, etc.
•Estimate the resources and participants needed to achieve project goals.
•Where required, negotiate with other department managers for the acquisition of required personnel from within the company.
•Direct and manage project development from beginning to end.
•Delegate tasks and responsibilities to appropriate personnel.
•Identify and resolve issues and conflicts within the project team.
•Identify and manage project dependencies and critical path.
•Develop and deliver progress reports, proposals, requirements documentation, and presentations.
•Proactively manage changes in project scope, identify potential risks, and devise contingency plans.
•Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
•The project manager will work directly with managers, other project managers, software engineers, and customer subject matter experts.
•BA/BS degree in an IT related field plus 5 years of progressive information technology related leadership, project management experience or equivalent combination of education and experience in the IT field.
•3 years direct work experience leading Software Development projects including all aspects of process development and execution.
•Strong familiarity with software development lifecycle methodologies.
•Strong familiarity with Software Quality Assurance practices.
•Strong familiarity with project management software, such as Microsoft Project, as well as technically competent with various software programs, such as Microsoft Office, Excel and SharePoint.
•Excellent interpersonal skills with proven ability to work in a team-oriented collaborative environment
•Highly self-motivated and self-directed
•Strong customer relationship skills
•Ability to support a staff of technical subject matter experts during non-standard business hours.
•3-5 years project management experience on a large scale Systems/Software project with significant impact on business operations.
•PMP, PMI-ACP or other industry recognized Project Management certification
•Knowledge of the Hanford site’s mission and system.
•Knowledge of SCRUM or similar agile software methodology
