Position Summary:

The Project Executive shall provide leadership and managerial direction for specific projects assigned to ensure projects are being managed and constructed in a safe and efficient manner. The Project Executive for Energy reports directly to the Vice President of Construction. This position is also responsible for managing the marketing, qualifications, technical proposals, design process if required, coordinating agreements and managing all aspects of the proposal process for the energy division. Responsibilities include managing budgets and schedules, coordinating with our estimating and construction staff, driving/tracking deliverable progress, and managing all aspects of the proposal process through final selection. The ideal candidate will have civil, structural or geotechnical design experience, construction experience and will be a strong technical manager with excellent written and verbal skills, which includes interfacing with client representatives, subcontractors, and suppliers.


• Assist in the planning, staffing, and supervising personnel administration, performance reviews, defining functions, responsibilities, etc.
• Either directly or through subordinate managers, ensure all departmental and company policies, procedures and standards are adhered to
• Provide advice, guidance and direction to subordinate managers toward their professional development
• Oversee operations and monitor the overall quantity and quality of work performed
• Meet regularly with Project teams to review project progress, schedules, budgets and specific issues
• Maintain liaison with subcontractors and vendors and, if needed, assist in the resolution of all issues and problems
• Take part in personnel transactions (interviewing, hiring, transfers, wages, etc.)
• Provide direction for planning, scheduling and engineering functions as required
• Review monthly and quarterly job progress schedules for feasibility and accuracy
• Review correspondence on major issues prior to submission
• Oversee total construction effort to ensure projects assigned are constructed in accordance with design, budget and schedule
• Ensure projects assigned are in compliance with corporate, state and federal, health and safety laws and regulations
• Assist in the resolution of construction claims for projects assigned
• Maintain liaison with owners and owner’s representatives and assist in the resolution of all disputed issues and problems
• Review 90-day labor and equipment resource schedules with Project teams and Superintendent to ensure project needs are being met and labor and equipment is being utilized in the most cost-effective manner
• Develop preliminary information on assigned pursuits through research, attendance at public meetings/forums, public outreach events
• Coordinate development of marketing materials
• Coordinate and attend client marketing meetings
• Develop and manage the proposal schedule
• Manage and participate in the development, writing, reviewing and the
submission of qualifications, technical proposal and all related documents working with both internal and external resources
• Coordinate the proposal/estimating interface
• Provide input in marketing approach, design and construction approach,
participate in the writing of proposal documents, review of Expanded Letter of Intent and Technical proposals and design coordination Assist in go no/go decision
• Coordinate/attend owner/client marketing meetings
• Assist in the negotiation of agreements
• Manage/monitor the proposal preparation process and coordinate with
• Chair team kickoff, regularly scheduled and review meetings
• Work with the Project Manager and Superintendent to develop and maintain a project schedule with the appropriate attributes
• Submit preliminary paperwork such as submittals, introductory letters, subcontractor approvals, lump sum breakdowns of work items, affirmative action documents, etc.
• Develop a submittal log, a project organization chart, and a material storage plan
• Required to sign off on the budget prior to the start of construction
• Responsible for all aspects of cost management for the project
• Submit a quarterly cost revision with an explanation of any cost variance
• Maintain change order logs for the regional office monthly
• Coordinate and direct all project activities with the Project
Superintendent/General Superintendent to ensure that all milestones are met and job continuity is maintained
• Attend weekly progress meetings
• Prepare and review periodic estimates with the owner's representative/Resident Engineer and submit an approved original estimate or pencil sheet copy to the regional office with the appropriate subcontractor quantity split.
• Attend final punch list inspection and/or closeout meeting and complete final documents
• Maintain contact with the project Owner and Architect/Engineer to obtain reduction of retainage and final payment and close out jobsite office


• Bachelors or Masters Degree in Civil Engineering or construction-related field
• Minimum of 15 years’ experience in Heavy/Civil Construction Industry
• Bachelor’s degree in Civil, Structural or Geotechnical Engineering or construction-related field
• Excellent computer skills
• Excellent communication skills, both verbal and written
• Experience with computerized takeoff and/or design programs
• Ability to lead in a fast-paced, challenging environment as an integral part of a team
• Minimum of 5 years’ experience as a Project Manager in the Energy field, specifically natural gas, Electric, distribution, transmission and substations.
• Experienced in budget management, schedule, quality control, and knowledge of all phases of construction
