Position Summary

The Estimating Manager for Rail reports to the Division Manager for Rail and the Chief Estimator NE and is responsible for providing current copy and master estimates, takeoff templates, estimate setup templates, burden information, cost information and other necessary support information for both the NE, SE staff. Will also be responsible for management oversight of future rail estimating staff. He/she will create Prebid schedules and/or coordinate outside scheduling services, will provide training for the estimating staff, perform the estimating-related budget preparation needs and will ensure that all departmental procedures are current and followed for estimate preparation and submission, maintenance of software systems, budgeting and handoff of new projects. Time-permitting, he/she will assist in the preparation of estimates.
Initially, this role will also include support to the Rail Division manager for business development and pursuit tracking, contract administration, and financial tracking as part of the start-up process for the new Rail Division.


• Project a positive, team-oriented approach to the estimating staff
• Ensure that management directives are communicated in a positive manner, and that any confidential information is properly maintained.
• Assist in the maintenance and modification, as appropriate, of all procedures related to estimate preparation, submittal and budgeting.
• Work collaboratively with the Cost Management Group and others to ensure that Estimating has current cost information.
• Monitor estimating software currently being used for upgrade availability of software and hardware products, and train all on upgrades or new systems.
• Monitor internal systems for efficiency-enhancing adjustments.
• Monitor staff for training needs, make recommendations, and train as appropriate
• Manage budget process and preparation of budgets for all new construction projects
• Coordinate with the Sr. VP Preconstruction and Chief Estimators to ensure that current labor, equipment, bond and insurance rates are reflected in all master and current estimates


• In-depth knowledge of HCSS is a prerequisite for employment
• Bachelor’s degree in civil engineering or construction-related field
• 10 years of rail construction experience, including P3, D-B, CM/GC, and conventional Hard Bid pursuits
• Minimum 5 years in a supervisory estimating position working on projects valued in excess of $50 million
• Minimum 2 years of design/build experience with large public heavy/civil projects
• Excellent computer skills
• Experience with computerized takeoff and/or design programs
• Ability to lead in a fast-paced, challenging environment as an integral part of a team
