Position Summary

The Vice President Estimating is responsible for the management of the Estimating function across all construction divisions and managers, estimating systems maintenance and updating, and ensuring that management’s corporate goals are reflected in the output of the Estimating Department.


• Through the Chief Estimators, manage the planning, staffing, administration of all construction estimating staff, offices and scopes
• Review all bids and ensure that they are prepared in compliance with current cost history, experience, goals, policies and procedures being adhered to
• Monitor and update all KPI’s, policies and procedures with a goal of continuous improvement
• Ensure that all bid advertisement information is properly reviewed to meet short-term needs and assist with long-range bid opportunities for all regions and work scopes.
• Develop and maintain contact with the various public agencies, design firms, vendors and private entities
• Assist in developing relationships with potential strategic partners for future joint ventures, design build projects, and other opportunities
• Manage maintenance of all estimating-related software systems
• Maintain and modify, as appropriate, all process and procedures related to estimate preparation, submittal and budgeting
• In conjunction with other departments, thoroughly review all bid documents and contracts and pursue required modifications with client
• Review cost history for all projects quarterly as a minimum and ensure that history is available and being factored into current bids
• Ensure current bid review process is followed
• Ensure that bid document preparation is correct and check for adherence to bid proposal instructions
• Manage the contract execution process
• Participate in the buyout process on major scope items, working closely with the Purchasing Manager
• Attend internal pre-construction handoff meetings with Operations
• Attend project Cost to Complete meetings
• Monitor industry for upgrade availability of estimating software/hardware, and other efficiency enhancing improvements
• Monitor industry for new construction methods/materials that improve efficiency and returns on existing projects
• Monitor internal systems for efficiency-enhancing improvements
• Working with Learning and Development, ensure that appropriate training is available and is used by the Estimating staff
• Review and maintain current rates in all estimates for the following:
• Bonding
• Insurances
• Burden Rates
• Equipment
• Labor
• Other
• Work with Equipment Manager to ensure that all equipment cost components are current and correct
• Review/approve budgets for all new construction projects


• In-depth knowledge of HCSS is strongly preferred
• Bachelors degree in Civil Engineering or construction-related field
• 15 years of complex highway, piling, bridge and marine construction experience
• Minimum 10 years in a supervisory estimating position managing corporate estimating with annual bid volumes exceeding $ 2 billion
• Minimum 5 years of design/build experience with large public heavy/civil projects
• Excellent computer skills
• Ability to lead in a fast-paced, challenging environment as an integral part of a team
