[Contracts Manager] Subcontract Administrator - UCOR - 8011

Edgewater Technical Associates is seeking qualified candidates for a Subcontract Administrator opportunity in Oak Ridge, TN to support UCOR.

Citizenship: United States Citizenship Required

UCOR is the lead cleanup contractor for the Department of Energy (DOE) Oak Ridge Office of Environmental Management.

QUALIFICATIONS
Education:
Bachelor’s degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience CPM, CPCM or equivalent certification preferred.

Experience:
10– 12 years of experience in subcontracts, including 3+ years on engineering and construction projects. Field experience preferred. 2+ years of experience in one or more of the areas of purchasing, expediting, transportation and warehousing preferred.

JOB KNOWLEDGE:
Knowledge of business administration procedures, techniques, and business ethics.
Skilled in oral and written communication.
Basic knowledge of Federal Acquisition Regulations (FAR), and applicable Agency Supplements.
Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
Basic understanding of Cost Accounting Standards, and determination process for applicability to the work
When assigned to a jobsite location, actual experience in materials handling operations.
Possesses strong computer skills relating to data analysis and document preparation.

PRINCIPAL RESPONSIBILITIES
Performs tasks involved in the formation and administration of purchase orders.
Communicates with suppliers and personnel within UCOR to establish clear definition of requirements and to assure performance to purchase order terms and conditions.
Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders and subcontracts.
Identifies sources for the services, evaluates the capabilities and performance of subcontractors, and selects qualified subcontractors based upon their ability to provide the required services, competitive pricing, acceptable terms, appropriate quality, and timely completion of the work.
Performs subcontracting functions in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
Issues Requests for Proposals, evaluates subcontractor proposals, plans and conducts negotiations, prepares cost and price analyses, risk analyses, bid analysis summaries, and award recommendations that treat subcontractors fairly and ethically, protect the company's interests, and promote best value awards.
Awards, issues, and documents all agreements with subcontractors.
Monitors subcontractor performance, issues amendments to subcontracts and manages the performance of subcontractors.
Resolves disputes with subcontractors and evaluates subcontractor performance.
Prepares, compiles, and maintains auditable records of the subcontracting process.
Maintains awareness of market conditions to determine future availability of services and pricing probability.
Plans, coordinates, and conducts all negotiations with subcontractors.
Manages subcontracts to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.
Keeps materials management advised of significant subcontracting issues and potential problem areas.
Level Specific Responsibilities:
Experience in one or more of the areas of purchasing, expediting, transportation and warehousing preferred.
Proficient in the use of the Company cornerstone systems and processes.
Demonstrated ability to perform subcontracting functions.
Familiarity with basic critical path schedules and able to use schedules in the establishment of subcontract milestones.
Knowledgeable of legal terminology within materials management terms and conditions and has the ability to evaluate and resolve risks due to deviations. Knowledgeable of FAR requirements.
Possesses the skills for analyzing proposals to identify potential for cost savings and developing negotiation strategies.
Skilled in the use of company cornerstone systems
Applies subcontracting measures, concepts, principles and terminology in compiling bid proposals.
Recognizes subcontracting actions that may impact the project.
Assists in analyzing and using estimates to predict key project issues.
Understands construction means, methods, and sequences.
Prepares evaluation of subcontractors’ capabilities and Requests for Proposals for complex subcontracts.
Contacts subcontractors for timely submittal of proposals.
Tabulates and analyzes the proposals. Prepares price and cost analysis and establishes cost reasonableness.
Determines the deficiencies in the proposals and obtains clarifications from bidders.
Maintains documentation of the subcontracting process.
Prepares the negotiation strategy and leads negotiation meetings with subcontractors.
Prepares client consent packages prior to award.
Prepares, awards and administers subcontracts.
Prepares subcontracting reports.
Evaluates disputes with subcontractors and recommends methods of resolution.
Reviews invoices and resolves discrepancies.
May obtain budgetary pricing from subcontractors and prepare bid analysis to support Company proposals.
