[Buyer] Procurement Specialist (Remote Option Available) - WIPP - 8234

Edgewater is seeking qualified candidates for a Procurement Specialist opportunity to support the WIPP Facility outside of Carlsbad, NM.

Per diem is available for those who qualify for onsite workers or site visits.
Work Location: On-site, hybrid or remote work arrangement will be considered.

The Waste Isolation Pilot Plant (WIPP) is the nation’s only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.

Job Duties: Support the procurement team. Prepare solicitations, RFPs, award contract modifications, award new contracts, perform CPAs, and all general subcontract administration duties.

Education: An associate or bachelor’s degree in related field is preferred.

Experience: Minimum of 10 years’ experience in procurement and contract management. Government contracting experience preferred. Local candidates are a plus. Support the acquisition services procurement team. Prepare solicitations, RFPs, award construction subcontracts, perform CPAs, and all general subcontract administration and oversight requirements.

Experience in Federal Contract Management working with Department of Energy (DOE) or Department of Defense (DOD).
Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).
Experience with Construction Contracts, Services, Staff Augmentation, Engineered Equipment, and Fabrications.
Knowledge and ability to perform Cost/Price Analysis and Cost Realism analysis.
Experience in conducting negotiations.
Perform Market Research for services, major equipment, and components.
Knowledge and ability to write justification for award documents and negotiation memorandums.
Ability to work with Program Managers, Engineers, and field personnel to effectively develop statements of work, independent cost estimates.
CPCM, or Core FAC certifications such as APDP Level II or DAIWA Level II are a plus.
Experience working with Oracle and/or People Soft a plus.
