Title: Utilities & Infrastructure – Area Manager

Position Type: Contract

Job Summary:

PIC Group has an excellent opportunity for a seasoned Area Manager supporting the Utilities and Infrastructure during construction of a new state-of-the-art Metal Coating Line in the Northwest region of Ohio.  Reporting to the Project Manager, the Area Manager will play a vital role for integrating and coordinating the design, procurement, construction, commissioning, and project control functions for the Utilities and Infrastructure on the Project. As a role model for safety leadership, the Area Manager will ensure the project safety culture is instilled into the team and that risk management and safe systems of work are embedded in all aspects of the project scope through communication with the project team, other project workstreams, and various external stakeholders.

Essential Duties and Responsibilities:

•    Manage the Area team to support the development of project scope, schedule and capital estimate ensuring alignment to the project delivery strategy.
•    Set up and maintain structures to manage the work of the team (using the systems, tools, and standards provided) including, but not limited to, engineering management, contract management, document control, testing, and accurate and timely cost and schedule reporting to ensure the highest quality practices are embedded in all aspects of engineering and project management.
•    Complete any safety activities required as part of the project's HSEC program and behaviors e.g., conduct at least one safety audit per month.
•    Adhering to company guidelines for project management, provide the necessary information and deliverables to support the approval process for funding the project. 
•    Accountable for the development of Customer Requirement Specifications (CRS) for relevant scope items, in consultation with Engineering Manager.
•    Contribute, review, and support the Engineering Review of relevant design and engineering standards developed by the Engineering Team.
•    Accountable for establishing and maintaining the project procurement and contract strategy in consultation with the Project Controls Manager and Project Manager. 
•    Accountable for ensuring external work packages are tendered, evaluated, and awarded in line with the company and Project procurement processes.
•    Oversee productivity levels, quality assurance procedures, and coordination procedures of the OEMs, suppliers, and implementation contractors.
•    Responsible for tracking and approval of claims and variations, in consultation with and endorsement by the Project Controls team.
•    Ensure that all OEM equipment is subject to rigorous Acceptance Testing before the commencement of onsite commissioning.
•    Review and support the Construction Manager in developing the Construction and Environment Management Plan. 
•    Review and support the Commissioning Manager in developing the Commissioning Management Plan. 
•    Assist with activities associated with pre-commissioning, commissioning, handover, and rectification during the defect’s liability period for applicable scope items.
•    Accountable for ensuring all contract packages provide the required Manuals, Training, equipment & Commissioning (MTEC) process information to enable the (MTEC) team to complete their work. 
•    Ensuring the MTEC deliverables are successfully handed over during pre-commissioning, commissioning, and start-up of systems, manuals, spares, and provision of documentation.
•    Assist with the creation of work management, supplying master data for new and modified plants, as-built documentation, and all other documentation necessary for the project. 
•    Responsible for Attending progress review meetings with the Project Controls Manager to facilitate timely and accurate recording of progress into the Project Schedule and project reports.

Job Requirements:

•    Has a strong General steel/heavy industry project experience in the areas of Utilities and Infrastructure.
•    Ability to focus on exercising control over the Project Management workstream and setting the standard when it comes to project management, planning, fit for purpose and delivery to plan.
•    Strong knowledge and awareness of governing HSE management plans and exercise the responsibilities contained in these plans, and model safety leadership to the project team, including project safety statistics (AI / MTI / LTI)
•    Proficient in managing key project processes to ensure a robust and efficient project is being completed on time and under budget. 
•    Ability to work on steel strip processing (pickling, cold rolling, and metallic coating) lines.
•    Knowledge in the pre-authorization development and delivery of discipline engineering and project deliverables.
•    Working Knowledge of Tendering, negotiating, and administration of major equipment supply and construction contracts.
•    Proficient in the management of projects in heavy industry and associated aspects including HSEC, employee relations, and contractors.
•    Proficient in MS Office suite, particularly MS Word, MS Excel, and MS Project.
•    Management and Leadership style focused on Quality & Safety
•    Knowledge in incident reporting, investigation, and close-out process and ability to comply with project protocol.
•    Ability to maintain compliance with Statutory Consent Conditions

Education / Experience:

•    High school Diploma required
•    Some college or Engineering Degree preferred
•    10+ years experience managing projects in heavy industrial or construction.
•    5+ years of professional metal coatings line experience (pickling, cold rolling, and metallic coating)
