Edgewater Technical Associates is seeking qualified candidates for a Construction Field/Project Engineer opportunity in Eunice, NM at the Urenco USA (UUSA) National Enrichment Facility.

Work Location: On-Site at Urenco
Per Diem: Per diem is available for those who qualify
Citizenship: United States Citizenship required

UUSA, operated by Louisiana Energy Services LLC, is the only commercial enrichment facility operating in the US, and is located in Eunice, New Mexico.

Position Overview:
Ensure project requirements or aspects of project requirements are completed on time, within budget and to the required quality standard, whilst building and maintaining strong client relationships. Area of responsibility stretches through supplier selection and evaluation, to direct delivery of engineering/design scope for selected projects.

Duties:
Report on project technical scope performance against the baseline plan and stated benefits of the project.
Ensure co-ordination between engineering, design work construction and manufacturing for delivery on site.
Work in conjunction with the Project Engineering Manager and Construction Manager to ensure that all engineering works meet the quality and HSE requirements of the contract.
Ensure that design and construction reviews, are carried out in accordance with Urenco and customer procedures.
Work in conjunction with the Project Engineering Manager and Construction Manager to ensure adequate resources, in terms of quality and quantity are available to ensure efficient and timely execution of construction activities in line with the schedule.
Work within the time schedules, man-hour budgets, project policies, and specifications established for the project or contract.
Ensure that the technical team and any 3rd party technical contractors adhere to the overall project quality plan provided by the project manager throughout the project lifecycle.
Ensure that identified contractors are suitably pre-qualified/assured for the delivery of the project or contract.
Ensure that the technical team and any 3rd party technical contractors are suitably qualified and experienced for the designated task or role.
Prepare interim and completion project reports.
Work in conjunction with the project team to ensure that construction activities are prepared in advance to meet the plan and budget requirements.
Be familiar with the basis of the estimate, scope and schedule and identify any potential changes, which may affect cost or schedule, as early as possible.
Report in conjunction with the Project Engineering Manager and Construction Manager on all aspects of the construction, engineering and design work carried out on the contract.
Ensure that information required is specified and collated appropriately for input to the construction process.
Interface with outside bodies and internal stakeholders.
Build and maintain customer relationships throughout the project, handling enquiries and contracts.
Conduct and record customer interface meetings as required.
Ensure technical risks are agreed and regularly reviewed with the Project Engineering Manager.
Coordinate activities concerned with technical developments, scheduling and resolving problems.
Control expenditures within limitations of project budget.
Actively promote a pro-active safety culture throughout the project lifecycle

Qualifications:
Bachelor's Degree (Engineering or Construction Related Field) with four (4) years of experience or Associates degree with six (6) years of experience or High School Diploma or GED with ten (10) years of experience managing or providing oversight for construction activities is required.
Related experience in managing or providing oversight for construction.
Must understand technical drawings and contract management.
Must have strong communication skills, the proven ability to form and lead teams of diverse technical backgrounds to conduct assessments and be able to clearly document results.
Must have a clear understanding of safety requirements that pertain to construction activities.
Must be a self-starter, and able to recognize and suspend or stop unsafe acts.
Knowledgeable in the generation and application of project management principles, concepts and techniques including contract generation and implementation.
Knowledgeable of construction principles and problem-solving techniques.
Knowledgeable of long-range project scheduling.
Knowledgeable of vendor contract requirements and capable of validating and enforcing contract and cost compliance.
Ability to coordinate and effectively communicate established priorities across multiple groups (vendor) assigned activities.
Ability to determine, communicate and obtain assistance for challenges to completing assigned activities per the schedule.
Ability to work on an industrial construction site, including walking across uneven ground and working outside in various weather conditions.
US Citizenship is required.
Must be able to obtain and maintain a DOE L or Q level security clearance.
