Job Summary:  
PIC Group has an exceptional opportunity for an experienced Site Contract Manager to support the construction of a 621MW Natural Gas combined cycle combustion turbine addition in Louisville, KY. The Site Contract Manager will report directly to the Site Manager and will be responsible for the coordination and administration of all commercial issues at site with Customers, consortium partner(s), and subcontractors affiliated with the project.  The Site Contract Manager will play an important role in the oversight of all commercial matters, providing the project team with key elements pertaining to project management and progression.  
 
Essential Duties and Responsibilities:
•    Gathering and tracking information and documentation to protect the OEM’s rights under the Contract and Consortium Agreements, as well as preparing for any risk or claim mitigation involving site issues.
•    Communicate to the Project Manager (PM), Site Installation Manager (SIM), Project Contract Manager (PCM) all issues at site which may have commercial or contractual risk impact to the project. 
•    Work remotely at first and transitions to site as needed; occasional travel required for project support.  
•    Establish and maintain event logs, and risk and claims registers, utilizing an automated system.
•    Prepare notices, claims, counterclaims, and change orders in collaboration with the project team. 
•    Support the negotiation of claims and Change Orders. 
•    Support GE internal nonconformance management process and liaise with the responsible department to support recovery of all back-charges to Subcontractors and suppliers. 
•    Support site purchasing activities commercially. 
•    Support finalization of site procedures, such as back charges, with consortium partner and ensure implementation of the agreed procedures. 
•    Supervise verification of payment applications and issue Payment Certificates and/or Milestone Achievement Certificates as required under the subcontracts and the main Contract. 
•    Supports re-measurement and tracking bill of quantities.
•    Supports Site Manager to ensure site history records are documented and stored for future use, including daily activity reports, subcontractor’s working times and all claim mitigation material. 
•    Critically review site generated progress reports generated by GE team to ensure that key site events are clearly noted. 
•    Ensure that documents templates have the necessary templates put in place with require confidentiality disclaimers. 
•    Escalate to Project Contract Manager all issues that may have commercial/schedule impact to the prime contract and/or the consortium agreement.
•    Provide contractual interpretation, analysis, and clarifications to various disciplines at the Site during project execution and ensure all project stake holders are complying and adhering to contract requirements. 
•    Track all delays, costs, damages, and scope issues at Site, and communicate mitigation plans to the Site Manager, Project Manager, and Project Contract Manager. 
•    Monitor Contractual Milestones, review Project Schedule and identify variances to the Site Manager, Project Manager, and Project Contract Manager. 
•    Create and process delay and claim notifications in a timely manner. 
•    Implement Extra Works process for design modifications, repairs and replacements at Site; prepare Change Order for the Extra Works issued to the subcontractor.
•    Maintain contract management documentation and electronic files, including contemporaneously obtaining and filing back-up documentation for delays, claims, back-charges, and rejections. 
•    Generate, review, and advise on Minutes of Meetings for various meetings.
•    Support PCM in the management of insurance claims for site issues, including timely notifications, preparation of required supporting documentation following damage caused during transit or project works, supporting queries from insurance adjustors and company representatives, and maintaining event logs associated with all insurance claims. 
•    Create and maintain notification and contractual deliverable tracking lists, delay tracking and major milestone logs, and claims / back charge logs for vendor, partners, and customers. 
•    Attend daily, weekly, monthly Site Management, Commissioning and Progress review meetings to capture and identify events pertaining to delays, damages and disputed issues create and review minutes and action items. 
•    Provide updates and coordinate with PCM and Project Management on all delays, costs, damages and disputed issues at Site, and mitigation of these issues. 
•    Coordinate with various disciplines at Site to identify potential delay and claim issues. 

Job Requirements:
•    Proven capability and comprehension of commercial and legal contract issues. 
•    Demonstrated negotiations skills with proven results. 
•    Ability to travel 25% of the time while working remotely, coming to site as requested. 
•    Ability to read and comprehend EPC contracts with working knowledge of typical EPC responsibilities to the project and owner.
•    Able to effectively communicate with all levels of personnel and management, both verbally and in writing, to maintain project alignment.
•    Able to form professional working relationships with all levels of project personnel.
•    Skilled in conflict resolution and ability to competently navigate tense workplace situations confidently and quickly.
•    Advanced problem solving and critical thinking skills.
•    Working knowledge of an active construction worksite’s protocol.
•    Detail oriented and ability to maintain an organized systematic approach to work responsibilities.
•    Knowledgeable in Construction Safety practices, processes, leading and lagging indicators.
•    Skilled in computer-based reporting software.

Physical Requirements:
•    Prolonged periods of standing, walking, bending, stooping, climbing required.
•    Wear the required site PPE while on site when needed.
•    Capable of working in climate extremes, indoors and outdoors, and tolerate loud noises.

Education / Experience:
•    High School Diploma required.
•    4-year degree in Engineering or Construction Management preferred, not required.
•    10+ years’ experience in construction. 
•    10+ years’ experience in power generation.
•    3+ years’ experience in Contract Management, with emphasis in claims management.
