Title:                   Project Controls Manager

Job Summary:  
PIC Group is in need of an experienced Project Controls Manager to work for one of the world’s most respected design, engineering, and project management consultancies for a terminal modernization project. The Project Controls Manager will report to the Project Manager managing contracts, cost, schedule, estimating, document control and project accounting. The Project Controls Manager preparing cost reports, attend project meetings, review tasks, budgets, and forecast information. 

Essential Duties and Responsibilities:
•    Control management for multi discipline team including cost, schedule, change control/design/contract, estimating, document control and project accounting.
•    Contract management with multiple contract types – professional services – cost reimbursable, fixed price and lump sum, task order contracts, purchase orders, federal contracts, DBB, Progressive DB, utility agreements, Grant agreements, maintenance agreements, including all variations of contractual progress payment processes.
•    Creation and implementation of project controls systems processes, procedures, training, and reporting 
•    Cost management to insure set up of auditable PMIS cost system to track budgets, funding sources and uses, commitments, contingencies, forecasts, ETC and EAC 
•    Setting up PMIS cost structure and coding to reconcile with Owner’s ERP system based on 
required funding reporting requirements.
•    Support Owner’s reimbursements and audits of grants and loans 
•    Produce forms and reporting for FAA and TSA funding
•    Create timely reports to meet Owner’s needs for internal/Program/External Stakeholder and 
ad hoc reporting needs 
•    Schedule management for large, complex projects. Establish and manage all project/program schedule reporting requirements. Manage reviews of all key contractor’s schedule baselines, contractor’s progress schedule submittals and narratives, comment and disposition to provide the basis for payment 
•    Manage the change control processes – Design/contracts changes to insure all changes are adequately reported and managed for controls and configuration management 
•    Management of project documents and enforce the controls process as required by Client
•    Manage all assigned document reviews- Manage comments and dispositions for timely 
submission to client 
•    Performs other duties as assigned.

Job Requirements:
•    Control management for multi discipline team including cost, schedule, change control/design/contract, estimating, document control and project accounting.
•    Knowledge of PMIS Systems. Prior experience with PMWeb, a plus. 
•    Knowledgeable of federal procurement requirements 
•    Strong interpersonal skills and ability to work across the Client’s organization to establish and implement standardized processes.
•    Ability to understand compliance and regulations of all federal, state and other funding sources.
•    cost eligibility and reporting requirements to support client’s reimbursements and audits of 
•    grants and loans 
•    Technical writing skills – create, revise, and implement to support the standardization of 
•    processes and to support procurements including – boiler plate, scopes, contract deliverables, schedule, financial reporting, etc. 
•    Motivated, self-starter 
•    Ability to organize and think in a structured way. 
•    Ability to communicate well with other staff and management.
•    Must be willing to work onsite.
Physical Requirements:
•    Office and site environments with travel as required. 
•    While on site, may require protective equipment (i.e., hard hats, safety glasses, air masks, ear protection, etc.)

Education / Experience:
•    Bachelor’s degree in the relevant field and 15 years’ relevant experience is required.
•    Experience with PMIS Systems. Prior experience with PMWeb, a plus. 
•    Airport experience preferred, including large, complex capital expansion projects with 
multiple funding sources and phases
•    Experience working as client's PM/CM agent (e.g., providing program management/construction management services), or as part of design-build contractor (or equivalent design and construction experience).
