Edgewater Technical Associates is seeking qualified candidates for an Operations Support Specialist 4 (Construction Management) opportunity in Los Alamos, NM to support the Los Alamos National Laboratory.

Per diem is available for those who qualify.

Citizenship: United States Citizenship is required

Work Location: 100% Onsite, TA55 – PF4

Organization/Group: ALDPI / LIP / Late Installs

Schedule: 4/10s, OT, and On Call

Clearance: Must be able to obtain and maintain DOE Q Clearance.

Position Overview:

The Operations Support Specialist (OSS) 4 is responsible for oversight of the over-arching mission deliverables for construction activities and operations, including the quality, accuracy, efficiency, and successful completion of deliverables. Day-to-day technical interface between the facility operations organization and the programmatic tenants in a facility or a collection of facilities. Assists in the day-to-day business operations functions and in the development and delivery of facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations.

Key Responsibilities:

Develops and maintains facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations.
Responsible for the safety and timely delivery of work in a Hazard Category 2 Security Classification 2 facility while ensuring it is completed in compliance with Laboratory policies and other regulatory requirements.
Responsible for the organization of operations in the areas of construction, field controls, work and hazard control, and compliance with relevant facility policies and procedures.
Ensures the timely completion of discrete technical activities or operational projects; adheres to technical requirements for the project, and in coordination of the various groups within the Construction project and ensures that they are properly staffed.
Provides timely group support services to assist the various construction projects.
Ensures consistent application of construction engineering standards and practices between jobs.
This position is responsible for ensuring documentation is adequate and developing adequate documentation when not available, installing and improving processes, managing budgets, providing oversight for other workers and subcontractors, and effectively communicating with stakeholders and customers, and ultimately being responsible for the end-to-end success of the set of deliverables.
Guides governmental regulations and Laboratory guidelines
Conducts incident and general issues management investigations and reporting
Participates in or supports readiness reviews for operations
Supports the activity approval process
Develops and maintains required operational documentation and procedural manuals
Plans and budgets
Provides other compliance and/or quality-related support functions, including development of training, delivery of facility-level training, tracking, and assurance of employee training
Property accountability and access control.
Provides other operational/administrative support functions as required.

Required Qualifications:

Bachelor’s Degree from an accredited institution and 12 years of directly related construction management experience; or an equivalent combination of education and experience directly related to the position without a degree.
Eight (8) years of the 12 years directly related construction management experience gained supporting DOE or NNSA missions, along with previous qualification(s) as Field Work Supervisor (FWS) or Person In Charge (PIC).
Prior DOE or NNSA experience in construction projects and experience in a work control setting while aligning quality control, quality assurance requirements, and managing complex issues under NQA-1.

Preferred Qualifications

Professional and safety certifications relevant to construction in the DOE and nuclear complex are preferred.
