[Project Controls] Project Control Specialist - Muscle Shoals, AL

Our Client is seeking a Project Controls Specialist for the Wilson Hydro Plant in Muscle Shoals, AL. The assignment length will be 6-12 months long with possible extension. Per Diem is offered if eligible. Schedule will possibly be 6-10's. Plant to Plant travel also possible some point during assignment length.

||JOB DESCRIPTION:||
The candidate will be hired to perform in the role of a variable workforce Project Control Specialist that will not be performing base-loaded work, supporting multiple Plant Capital and O&M Projects.

Work Schedule will be: Full time, Monday-Friday, potentially Saturdays and Sundays. May be either Day or Night Shift.

The candidate's daily job responsibilities will include:
-Plans, Schedules, and monitors schedule performance of daily-integrated Construction Projects.
-Develops the work sequence and tracking structure for a Project to ensure effective control of risk management issues, efficient and cost effective work sequencing, budget use, resource allocation, and equipment Outage time constraints.
-Periodically reviews the Project status by analyzing actual physical progress and reported activity completions and comparing that information to the Project schedule.
-Documents Project progress and changes, forecasts Project cost and schedule impacts, and communicates progress updates and projections to team members.
-Conducts schedule review meetings and prepares summary and detail level reports, which are the fundamental monitoring tool to identify progress and problems with Projects.
-Develops the pre-Outage plan for work schedules, start-up and shut-down, and resources leveling. Presents these plans to the Construction Management and Joint Project Team members and facilitates the evaluation phase of the Outage implementation Projects.
-Coordinates with various customer and stakeholder organizations on the status of work being performed and processes logic change requests while analyzing these impacts on the schedule and resource allocation. Utilizes Lessons Learned from other Projects to identify potential risk exposures and needed activities and logic changes.
-Performs risk analysis of the Project Plan to determine how to achieve reduced levels of risk while maintaining Safety and technical specification adherence.
-Operates in a teamwork environment to resolve schedule constraints.
-Develops and presents various schedule performance reports, and work status and budget status reports


||QUALIFIED CANDIDATES SHOULD BE ABLE TO:||
-Perform as a PCS with accountability and responsibility for project work breakdown structures which include project planning, status, variances, indicator/commitment tracking, and control changes for projects or programs.
-Assists in the annual and project life cycle planning process for trend analysis, cost/schedule forecasts, cash flows, budget adjustments and project prioritization.
-Supports preparation of summary & detail level reports, trend analyses required to keep organization programs, project managers and department managers aware of the impacts of the forecasted or actual changes to their budgets, spend plans, and schedules.
-In a Principal role directs the Project Control Specialists (PCS) Scheduler, Cost Estimators or General by effectively planning resources leveling to accomplish work, monitoring work activities, and assuring the technical, quality adherence and adequacy of total project portfolio success.
-Responsible for applying intensive and diversified knowledge or project Scheduling, project planning, project cost and project risk principles and practices to develop solutions to reduce or impact total project success.
-Operate as a technical expert in project portfolio day-to-day activities for project adherence and implementation. Utilizing trouble shooting methods and creative decision making technique processes to meet project portfolio performance unique criteria.
-Develop and maintain standardized project processes, provide training, coaching and mentoring for consistence project controls adherence in meeting projects planned objectives and performance indicators. Ensures direct reports continue to receive appropriate continuing education.
- Monitor and coach Project Control Specialists to enhance performance and develop technical skills and clear progression planning.
-Assist personnel in resolution of schedule, cost, project planning and joint project team integrity.
-Perform actives assigned outside the PCS role in conjunction with innovation and creative approach to work through daily activities achieving excellence in leadership traits and qualities for mastering the project portfolio execution process.
-Willingness to accept challenging assignments with progression leading to Project Management roles and responsibilities.

||QUALIFICATIONS:||
-Education and Experience/Certificates, B.S. Degree in a related technical field, or equivalent related education, training and experience.
-A minimum of eight (8) years in the role of a Project Control Specialist or equivalent experience in a generation facility production environment.
-Detailed knowledge of generating power plant systems (Fossil, Hydro, and Gas) is desirable. Must have detailed knowledge of Project Control practices, methods, procedures.
-Certification by the Project Management Institute or AACE International is desirable as evidence of proficiency.
-Must be able and willing to assume “on-call” rotational assignments, which may include 24 hour-a-day, 7 day-a-week availability. Must be willing and medically able to work Day or Night shift and overtime.
-Responsible for supporting multiple construction projects at one time.
-Performs other duties, as assigned.
-Must be able to communicate effectively with all levels of management
-Must have the skills, ability, and experience commensurate with the size and complexity of the work scope. Strong facilitative leadership skills, good time-management, writing, computer (Micro-soft suite of products), and speaking skills, ability to function effectively in a team environment, strong focus on results, self motivated, with high personal and ethical standards.
-Strong organizational skills, excellent interpersonal skills, analysis, working understanding of major procurement and construction contracting, cost accounting, budgeting, and scheduling is required.
-May be required to obtain and maintain a Sensitive Security clearance based on position / access requirements and essential job functions.
