The hourly rate range below is an estimate and represents the low and high end of the hourly rate for this position. Actual hourly rate will vary and may be above or below the range based on various factors as permitted by Colorado Equal Pay Transparency Rule 4.1.2. It assumes that the successful candidate will be in Colorado or perform the position from Colorado. Similar positions located outside of Colorado will not necessarily receive the same compensation. **

Project Information: Client is installing a Rail Mill (“RM”) Plant. The finished rolled products will be delivered directly from the mill to the customer or sent to the Rail Mill Service Center for processing into continuously welded rails. The rail mill will be designed with a production capacity of 650,000 Short Tons per annum.
The facility will be constructed on the old reclaimed coke plant located within the existing steel mill property. The new mill will receive feedstock blooms from the existing facilities for processing into 320 and 80 ft. rail.
The new rail mill will be constructed within the foot print of the decommissioned Coal Prep, Coke Battery and By-Products facilities.
The hourly rate for this position generally ranges between $55.00 - $62.00. This position is eligible to participate in PIC’s benefits effective the first of the month following 30 days of employment. JOB DESCRIPTION
FUNCTIONAL JOB TITLE: Lead Mechanical Commissioning
SUMMARY OF JOB PURPOSE:
The Lead Mechanical Commissioning position is a frontline leadership position in the project commissioning organization with responsibility and accountability for Mechanical pre-commissioning and startup of rail steel mill equipment and support systems.
Principal areas of responsibility for the Lead Mechanical Commissioning are leadership for the mechanical commissioning, testing, equipment startup. Checkout and testing of supporting systems and sub-systems related to the new rail steel mill. The Lead Mechanical Commissioning is also responsible for assuring compliance with all lockout/tagout and other safety procedures from construction release and turnover through completion of the pre-commissioning and initial startup phase.
EDUCATION:
Engineering Degree/Certification (or equivalent experience)
OSHA 10 or 30 Hour Training
JOB EXPERIENCE:
10 years mechanical startup experience on similar projects
Recognized Industry experience and expertise

Specific duties include:

•Leadership and participation in the conducting and Area Hazard Assessments, Job Hazard Analysis, Pre-Startup Safety Reviews, Risk Identification, and Tool
•Responsible for direct interface with construction personnel coordinating construction completion in areas and systems under assignment.
•Generates and maintains records of tests and other startup related activities
•Leads team in execution of required pre-commissioning activities.
•Establishes and maintains communications to ensure accurate and timely flow of information.
•Advises commissioning management of developments that may affect project profit, costs, schedules, and client relations.
•Helps develop, reviews, and approves mechanical commissioning procedures.
•Provides input and assists in the development of system turnover packages.
•Track and report on all issues affecting Mechanical Startup and Commissioning and promptly advising commissioning management of issues that may impact achievement of project goals and objectives
•Maintain a daily diary to permanently record all significant project facts, events, conditions, visitors, owner representative contacts, commitments, agreements and approvals.
•Provides input to the project Punchlist.
•Record and maintain as-built documentation and submittals.
•Responsible for direct interface with, and providing assistance to other discipline startup professionals.
•Ensure that spare parts and consumables necessary for pre-commissioning and initial operation of the system are available.
•Request operator, craft support or vendor assistance as necessary.
•Work with commissioning management to ensure activities requiring craft support are planned, communicated, and completed.
•Provide direction to craft support.
•This position will fill assigned roles of the Commissioning Supervisor when the Commissioning Supervisor is not available or off site.
SUPERVISION:
The Lead Mechanical Commissioning reports to and has accountability to the Commissioning Supervisor for implementation and delivery to meet key project objectives and performance goals.

Functional
The Lead Mechanical Commissioning functionally reports to the corporate Commissioning Sr. Project Manager. The Sr. Project Manager will provide guidance in reference to corporate processes, policies and procedures, and will provide coaching/mentoring as required to meet professional development and employee performance goals.
