Job Summary:†

PIC Group, Inc. has an excellent opportunity for an Electrical Startup and Commissioning Engineer to support commissioning of a new chlorine chemical production facility located in Lake Charles, LA. The Electrical Startup and Commissioning Engineer will report to the VP of Engineering and be responsible for preparing test plans, procedures, checklists, participating in Pre-Startup Safety Reviews (PSSRs), and leading plant operators and shift supervisors for a successful plant startup and operation currently scheduled for November of 2022. The Electrical Startup and Commissioning Engineer will be located at the project throughout the construction and commissioning phase.


Essential Duties and Responsibilities:

Generates and maintains records of tests and other commissioning related activities to include assisting in the development of electrical commissioning procedures.
Maintains communications to ensure accurate and timely flow of information.
Provides technical basis input for the plant operation team to generate Standard Operating Procedures (SOPís) and validation of procedures.
Reviews equipment, subsystem design, and operation documentation.
Performs electrical drawing reviews to minimize errors and commissioning problems.
Assists in evaluating and purchasing spare parts and consumables for initial systems operation.
Supports commissioning shift teams with technical expertise and technical decision-making.
Reviews and comments on Distributed Control System (DCS) and Programmable Logic Control (PLC) programming logic and controls philosophies; including Commissioning and troubleshooting of DCS and PLC.
Provides reviews and comments on operating manuals and startup procedures.
Supports successful plant construction and pre-commissioning by Construction technical support, quality control & request for information resolution.
Conducts detailed equipment, subsystem, and Piping & Instrumentation Diagram (P&ID) walk-down support to document field readiness against design. Lead effort to correct deficiencies when required.
Works with construction groups to ensure quality requirements have been fully adhered to and documented.

Supports successful plant startup and commissioning by preparing test plans, procedures, and checklists of how equipment and subsystems will be tested.
Participates in Pre-Startup Safety Reviews (PSSRs).
Coordinates equipment vendor support and serves as their primary interface during installation, commissioning, and startup.
Leads small commissioning team comprised of plant operators and shift supervisors, mechanical and E&I technicians, and construction contractor support to pre-commission, commission, and startup several pieces of equipment and subsystems.

Job Requirements:

Proficient with Electrical Subject Matter Expert (SME) for commissioning, startup, and training.
Knowledge of electrical systems operating and maintenance principles.
Knowledge of pre-commissioning and commissioning requirements.
Knowledge of High voltage testing requirements of all equipment including: transformers, switchgear/motor control centers, dc power systems, uninterruptible power supplies, motors, and generators.
Knowledge with substations/switchyards electrical commissioning and operational principles.
In-depth knowledge of electrical testing and procedures for primary and secondary equipment such as protection relays, circuit breakers, disconnectors, current and voltage transformers.
Strong working knowledge in loop checking, cable pulling, glanding and termination.
Strong Knowledge of process technology and the technical principles related to chemical, oil & gas, pulp & paper, and the like plants.
Must be able to read, interpret & prepare applicable technical information, including drawings, schematics, P&IDs, procedures, manuals, codes, and specifications.
Solid experience in commissioning High Voltage / Low Voltage (HV/LV) switchgear, transformers, Uninterruptable Power Supply (UPS) systems, large variable speed drives, electric motors, standby diesel generators, electric heat tracing, metering systems, safeguarding systems, DCS/PLC controls.
Understands operational requirements for permissive conditions and interlocks.
Understands the OSHA site requirements.
Ability to address challenges while working in a construction and operating plant work environment.
Effective leadership and communication skills both verbally and in writing with superiors, colleagues, and individuals inside and outside the company.
Effective computer skills with Microsoft Office software and other discipline-specific software applications.
Effective analytical and problem-solving skills.
Strong mechanical, electrical, process, and controls experience.
The ability to multi-task.
Commercial awareness and good presentation skills.
Excellent interpersonal skills, a proactive team player combined with a solid self-supporting/independent character.

Physical Requirements:

Physical demands include bending, climbing, sitting, lifting, and driving.
Subject to varied temperatures, high noise level, and caustic chemicals.
Work performed indoors and outdoors.

Education / Experience:

Bachelor of Science degree in Electrical Engineering is required.
7 to 10 years of startup and commissioning work experience is required.
