Position Summary
The Pipeline Facilities Engineer will serve as the technical lead for the planning, design, engineering oversight, construction support, and operational integration of natural gas metering and regulating (M&R) facilities associated with interstate and intrastate pipeline systems. This position will play a key role in the development of a major natural gas pipeline hub designed to interconnect three separate pipeline systems at a common delivery and pressure regulation location.
In addition to metering and regulation facilities, the engineer will oversee the design and integration of mainline valve assemblies, pig launcher and receiver facilities, telemetry systems, and SCADA infrastructure supporting safe and reliable pipeline operations.
The engineer will be responsible for technical oversight of facility design related to custody transfer metering, pressure regulation, gas quality measurement, filtration, overpressure protection, pipeline isolation systems, automation, communications, and operational flexibility. The role will coordinate closely with third-party engineering firms, pipeline operators, operations personnel, and construction teams to ensure facilities are safe, reliable, expandable, and compliant with all applicable industry and regulatory requirements.
The ideal candidate will possess strong experience in natural gas transmission facilities, pipeline interconnects, metering and regulation stations, launcher/receiver facilities, mainline valve design, and pipeline SCADA systems with emphasis on constructability, operability, and long-term system reliability.

Key Responsibilities
Pipeline Hub & Interconnect Design
• Lead engineering support for the development of a natural gas pipeline hub designed to connect three separate pipeline systems at a common interconnect location.
• Evaluate pipeline operating pressures, flow balancing requirements, and system hydraulics between interconnected pipelines.
• Support development of facility operating philosophies for gas receipt, delivery, isolation, pressure control, and emergency response.
• Review system flexibility requirements to support varying pipeline flow scenarios and operational contingencies.

Metering & Regulation Facility Engineering
• Provide technical oversight for the design and operation of:
o Custody transfer metering stations
o Pressure regulating stations
o Gas filtration and separation systems
o Flow control systems
o Gas quality measurement systems
o Pressure relief and overpressure protection systems
o Pipeline interconnect facilities
• Review sizing and selection of:
o Ultrasonic meters
o Turbine meters
o Control valves
o Regulators
o Relief valves
o Filters and separators
• Ensure station designs support accurate measurement, operational reliability, maintainability, and future expansion capability.

Mainline Valve & Pipeline Facilities Design
• Oversee engineering and design of:
o Mainline valve assemblies
o Automated block valve stations
o Emergency isolation valve systems
o Pig launcher and receiver facilities
o Blowdown systems
o Bypass piping arrangements
• Review valve spacing requirements, emergency isolation strategies, and maintenance access considerations.
• Ensure launcher and receiver designs support operational pigging, inline inspection tools, maintenance activities, and future pipeline integrity programs.
• Coordinate pipeline tie-in and outage planning activities.

Telemetry, Controls & SCADA Integration
• Provide technical oversight for pipeline telemetry and SCADA system integration supporting remote operation and monitoring of facilities.
• Review and approve:
o SCADA architectures
o Remote terminal units (RTUs)
o PLC-based control systems
o Communications systems
o Remote telemetry equipment
o Instrumentation layouts
o Alarm and shutdown philosophies
• Ensure facilities support:
o Remote monitoring and control
o Real-time pressure and flow monitoring
o Valve automation
o Leak detection integration
o Operational data collection
• Coordinate with gas control operations and automation teams to ensure compatibility with existing pipeline control systems.

Engineering Oversight & Contractor Management
• Serve as owner’s engineering representative overseeing outside oil and gas engineering firms and EPC contractors.
• Review and approve:
o P&IDs
o Facility layouts
o Pipe stress analyses
o Instrumentation and control philosophies
o Civil and structural designs
o Electrical and grounding systems
o SCADA and telemetry system designs
• Coordinate multidisciplinary engineering reviews and technical evaluations.

Operational Design & System Reliability
• Provide technical input on:
o Station redundancy philosophy
o Valve configurations
o Pressure control schemes
o Pigging facilities
o Emergency shutdown systems (ESD)
o Blowdown systems
o Isolation and bypass arrangements
o Maintenance access and operability
• Support development of operating procedures and station startup/shutdown strategies.
• Evaluate operational impacts associated with multiple pipeline operators and differing operating conditions.

Construction & Commissioning Support
• Support construction planning and execution activities for greenfield and brownfield facilities.
• Participate in:
o Constructability reviews
o FAT/SAT testing
o Commissioning activities
o Startup operations
o Performance verification
• Coordinate with operations and maintenance personnel during facility turnover.

Regulatory & Safety Compliance
• Ensure compliance with:
o PHMSA regulations
o ASME B31.8
o API standards
o AGA measurement standards
o NFPA requirements
o Environmental and permitting requirements
• Participate in:
o Process Hazard Analyses (PHA)
o Management of Change (MOC)
o HAZOP reviews
o Safety and risk assessments

Required Qualifications
Education
• Bachelor’s degree in:
o Mechanical Engineering
o Chemical Engineering
o Civil Engineering
o Electrical Engineering
o or related engineering discipline

Experience
• 7+ years of experience in natural gas pipeline facilities engineering, metering and regulating station design, or transmission system operations.
• Direct experience with:

o Custody transfer measurement systems
