Position is located in Hagatna, GUAM MUST HAVE ACTIVE SECRET CLEARANCE
Our client is looking for a highly skilled and experienced spectrum manager to support the global mission requirements of the United States Navy and particularly the Navy operational requirements of the West coast. The global dependence on systems using the electromagnetic spectrum is increasing which drives congestion of that environment. The position requires a candidate that can use a strong foundation in spectrum to manage the wide variety of systems used by the operational Navy and their associated spectrum requirements.
Day to day work will include:
The coordination of local Navy requirements, providing guidance to program offices and active duty units, supporting the development of large-scale Navy exercise packages, and spectrum management for day to day operations.
The systems will include the analysis of technical data for communication equipment/systems, radar systems, passive and active sensors, Electronic Attack, Electronic Warfare, and others systems, submitted through the coordination chain.
Knowledge of radio equipment, radio propagation characteristics, and Navy operations will aid in the review and coordination of spectrum requirements.
The Senior-level spectrum manager works with minimal oversight in the coordination with appropriate federal, nonfederal, military and other government officials.
They will proactively address concerns submitted through the frequency deconfliction chain and will support education, outreach, and policy review and development as needed.
Graduate of the Inter-service Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course
AA and 10+ years of relevant experience
OR BA and 8+ years of relevant experience
OR MS and 6+ years of relevant experience
Secret clearance required
U.S. Citizen required
Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system certification process
Knowledge of any of the following software: Spectrum Certification System (SCS), Equipment Location Certification Information database (EL-CID), Spectrum XXI, Host Nation Spectrum Worldwide Database Online (HNSWDO), or Stepstone
Experience with Identify Friend or Foe (IFF) equipment or standards
