Generate work instructions and assemble necessary elements into work packages. Duties include: perform as MASF Responsible Manager in work package scoping and work control, development, planning, and identification of the SMEs who will participate on the planning team.
Writes work instructions for work scopes that include work on Systems, Structures or Components (SSC) that are credited in a DSA (safety significant, important to safety, safety class); documents that include a Limiting Condition for Operation (LCO) entry/exit steps; and Hold Points, work for temporary modifications, or intrusive trouble shooting. Conducts and facilitates work site walk down(s), planning meetings, hazard analysis and other required activities of the Planning Team. Reviews applicable work history, process knowledge, and lessons learned for incorporation into work scope, hazard identification and work instructions, Screens work instructions against PRC-CHRT-WKM-53060, Hazard Review Board (HRB), criteria. Evaluates proposed work and release field work on the Daily Release Sheet (DRS). Verifies retest and recovery steps have been completed for the work performed and adequately prove equipment operability and formally accepts equipment/systems after work is complete. . General understanding of how event prevention techniques can identify error precursors and reduce human errors in work planning and performance
Apply basic engineering and scientific principles and technical skills, largely in the field, to assist engineers and scientists. May obtain field samples and assist in field tests, perform basic analytical and calibration activities, or perform maintenance and repair. Approves Engineering Technicians for the operation of lathe and mill machines and associated tooling; mentor and oversee all lathe and mill operations within MASF.
Performs assignments that are not completely standardized or prescribed. Selects or adapts standard procedures or equipment, using fully applicable precedents. Receives initial instructions, equipment requirements, and advice from other engineers as needed; performs recurring work independently; work is reviewed for technical adequacy or conformity with instructions.
Constructs components, subunits, or simple models or adapts standard equipment. May troubleshoot and correct malfunctions. Follows specific layout and scientific diagrams to construct and package simple or complex devices and subunits of equipment. Conducts various tests or experiments which may require major or minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data. Assists in design modification by compiling data related to design, specifications, and materials which are pertinent to specific items of equipment or component parts. Develops information concerning previous operational failures and modifications. Uses judgment and initiative to recognize inconsistencies or gaps in data and seek sources to clarify information.
Directs day-to-day testing activities, Execute Plan of the week and Plan of the day activities as directed by Facility Management, on a daily basis, prioritize and assign personnel to test projects or activities. Assist in or fabricate and assemble test mockups. Provide support to other Test Coordinators in the execution of test activities. Maintain the facilities general floor plan equipment layout (ACAD drawing) and orchestrate equipment moves accordingly. Backup Facility Operations Manager as delegated by CHPRC management. Secondary Controlling Organization Administrator (COA) for the LOTO program at MASF. Backup Testing and Facility Manager, as directed, with commensurate delegated duties.
BA/BS degree and 7 years related experience. A combination of education and experience may be considered for equivalency.
Hanford Site Engineer (SE) - Apply general engineering principals to the design, fabrication, modification, installation, and maintenance of machinery or equipment; minimum 7 years’ experience.
Release Authority (RA) - Assigned by management to release and maintain cognizance for work performed within project facilities or designated footprint; minimum 7 years’ experience.
Responsible Manager (RM) - Accountable and responsible for the implementation of the work management process for a specific scope of work created per PRC-PRO-WKM-12115. The RM provides continuity of purpose and understanding throughout work planning and field work; minimum 7 years’ experience.
Field Work Supervisor (FWS) - Directly supervise and coordinate activities of production, construction, destruction extraction, transportation, maintenance, and related workers and their helpers. Generally supervise nonexempt individuals engaged in these and related activities; minimum 7 years’ experience.
Test Coordinator (TC) - Apply basic engineering and scientific principles and technical skills, largely in the field, to coordinate tests. Lead other engineers and professionals, technicians, craft workers, and laborers in tests from large scale to moderate or small scope which are closely related to their area of technical specialty; minimum 7 years’ experience.
Work Control Planner (PLNR) - Trained and qualified to generate work instructions and assemble necessary elements into work packages. Major responsibility for coordination of work package development to achieve a product that accurately reflects the input of the work planning team; minimum 7 years’ experience.
Controlling Organization Administrator (COA) - Support both testing and facility Lock-Out Tag-Out (LOTO) per DOE-0336 and DOE-0359; minimum 5 years’ experience.
Craftsman level machinist on machine lathe and mill operation with instructor experience; minimum 10 years’ experience.
Subject Matter Expert (SME) for Machine tool Operation, Lathe and milling machine, minimum 15 years’ experience.
Subject Matter Expert (SME)/competent person for Inspection (Scaffolding), minimum 5 years’ experience.
Gantry Crane Operator - Qualified to operate remotely operated class 1 overhead gantry cranes per OSHA 1926.1427(b), Option (1); minimum 7 years’ experience.
Trained in the operation of automated plasma cutter including computer aided drafting (CAD) file creation and input; minimum 7 years’ experience.
Demonstrated hands-on experience performing light fabrication (mechanical, I&C, hydraulic, etc., using general fabrication equipment (drill press, band saws, portable hand tools, pipe threading, tubing bending, etc.); minimum 10 years’ experience.
Hanford Site experience; minimum 20 years’ experience.
