Software Engineering Project Manager

The Mission Support Alliance (MSA) requires staff augmentation services related to the Information Management Software Engineering work scope. Support will be provided to the MSA Information Management Information Systems (IS) Software Engineering Services (SES) workgroup.

The MSA Information Management (IM), IS Software Engineering Services organization requires a Project Manager to work with the IS/SES managers and other IS/SES project managers, assisting with the management of critical IM projects and interfacing with IM subcontractors. The Project Manager assists with all phases of IM projects from concept to completion maintaining project documents, deliverables, and reporting.
Work will be managed by MSA and must be performed on-site.

• Provide project management support to plan, execute and finalize projects at the Hanford Site according to strict deadlines and within budget. Project Management includes the assessment, maintenance, documentation, modernization, testing and program implementation functions.
• The Project Manager, in coordination with other Project Managers and management, is also responsible for acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
• Responsibilities may include the support of legacy systems and the production of new systems.
• The Subcontractor shall provide enterprise application services by supplying an adequately and appropriately skilled IT professional.
• The candidate must be able to develop and maintain positive and effective relationships with peers, staff supporting IM subcontractors and customer base.
• This includes communicating effectively, verbally and in writing, exercising sound judgment and discretion, as well as working well under pressure and efficiently on short turnaround assignments.
• Specific duties and responsibilities include:
• Define project scope, goals and deliverables that support business goals in collaboration with staff, management and stakeholders.
• Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
• Liaise with project stakeholders on an ongoing basis.
• Set and continually manage project expectations with team members and other stakeholders.
• Plan and schedule project timelines and milestones using appropriate tools.
• Track project milestones and deliverables.
• Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
• Define project success criteria and disseminate them to involved parties throughout project life cycle.
• Conduct project post mortems and create a recommendation report in order to identify successful and unsuccessful project elements.
• Develop best practices and tools for project execution and management.
• Develop software documentation such as software management plans, system requirements, test plans, etc.
• Estimate the resources and participants needed to achieve project goals.
• Where required, negotiate with other department managers for the acquisition of required personnel from within the company.
• Direct and manage project development from beginning to end.
• Delegate tasks and responsibilities to appropriate personnel.
• Identify and resolve issues and conflicts within the project team.
• Identify and manage project dependencies and critical path.
• Develop and deliver progress reports, proposals, requirements documentation, and presentations.
• Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
• Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
• The project manager will work directly with managers, other project managers, software engineers, and customer subject matter experts.

Required Qualifications:
• BA/BS degree in an IT related field plus 5 years of progressive information technology related leadership, project management experience or equivalent combination of education and experience.
• 3 years direct work experience in an IT project management capacity, including all aspects of process development and execution.
• Strong familiarity with project management software, such as Microsoft Project, as well as technically competent with various software programs, such as Microsoft Office, Excel and SharePoint.
• Excellent interpersonal skills with proven ability to work in a team-oriented collaborative environment
• Highly self-motivated and self-directed
• Strong customer relationship skills
• Ability to support a staff of technical subject matter experts during non-standard business hours.
Desired Qualifications:
• Minimum 3 years project management experience on a large scale project (s) with significant impact on business operations.
• Knowledge of the Hanford site’s mission and system.
• Knowledge of SCRUM or similar agile software methodology
• Subcontractor shall ensure that its personnel meet and maintain the appropriate training, qualifications, and certification requirements as applicable.

Work Location/Potential Access Requirements:
The primary work location is 2261 Stevens, Richland Washington (subject to change).

Site Access and Work Hours:
Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 am and 4:30 pm, with one-half hour designated as an unpaid period for lunch, Monday through Thursday.
Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the Contract Specialist prior to performing the work.
