TradeWind Services a Certified Service Disabled Veteran Owned Small Business, located in Richland, WA is seeking to recruit Project Control Analyst (PCA) for our client facility in Idaho Falls, ID.
Work location is at the Project Management Office, or as designated by supervisor

Ideal candidate will provide guidance and direction in support of the client Project Management Office (PMO) to personnel assuring they are sufficiently knowledgeable of Earned Value Management System (EVMS) data and analyses to execute their work scope in full compliance with contractual requirements maintaining the Idaho National Laboratory (INL) EVMS certification with the Department of Energy (DOE).
Duties include (but are not limited to):
Contribute openly to the development of new project controls and cost engineering concepts and techniques to serve as a discipline lead for a core team
Approve work of other project controls staff
Routinely function as a PC Lead for major projects
Coordinate/manage the activities of other staff (e.g. cost estimators, schedulers, planning and financial controls (PFC) personnel)
Provide technical direction and supervision to junior staff
Serve as spokesperson for the organization on major matters pertaining to project controls policies, plans, and objectives
Collaborate with project managers on the development and review of project plans, estimates, costs, contracts, schedules, and resources.
Develop and implement project controls and monitoring procedures to ensure the achievement of project scope, schedule and cost objectives.
Collect, analyze, trend, forecast and report on project data, and cost from various sources (e.g. P6, BDSIS, COBRA, etc.) and stakeholders (e.g. engineering, procurement, construction, business management, etc.)
Support the PMO Management System Lead (MSL) with internal surveillances to ensure EVMS requirements are being met.
Provide support to PMO during surveillances and corrective action planning during internal DOE/INL surveillances and DOE Office of Project Management external project EVMS certification surveillance
Provide oversight of project controls and cost engineering best practices.
Coordinate with PMO on the implementation of earned value management process and procedure changes.
Establish and maintain analysis, trending, forecasting, and reporting processes and storyboards that flow chart project controls and cost engineering work processes.
Review and support the ongoing updates to EVMS metrics.
Maintain, review, and revise baseline schedules and budgets consistent with established change control.
Develop and maintain the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS) and the Field Execution Schedule (FES).
Provide support in the development of the Work Breakdown Structure (WBS), INL work authorizations document (IWAD), performance measurement and analysis, funds management, spend forecasts, performance forecast, estimates to complete, cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and stakeholders.
Ensure data calls are accurate and delivered on schedule
Utilize your expert knowledge of funds types and how they relate and are assigned to the work.
Be knowledgeable and able to provide guidance on matters such as schedule of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, etc.
Identify risks based on current plans and changes to plans based on data, analysis, trend, and forecast
Ensure INL Managers are aware of previous, current and future changes to work that can/will change the desired outcome of the work
B.A., plus 5-8 years experience, or Advanced Degree plus 3-6 years experience
Earned Value Management System experience
Experience in performing, monitoring, or reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and office
Proficiency in using PC operating systems and several basic software applications i.e. Excel, Word, and PowerPoint
Expert knowledge of aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements
Detailed working knowledge of Primavera P6
Flexibility to respond to urgent project requests and/or changing priorities
Ability to work under pressure and with minimal supervision
Demonstrated ability to work with people of varied backgrounds and objectives
Project Controls experience with at least one construction project with a total value greater than $20M
AACE EVP and/or PSP Certification
Detailed knowledge of Acumen Fuse, and COBRA
Project Controls experience with DOE 413 projects and requirements
