Field Procurement Engineering Specialist

Position Overview:
• Procurement of goods and services for the SRS Operating, Project and Support Divisions to support Site missions.
• Assist in the development of technical and quality requirements necessary for installation of parts and materials into safety and safety-related systems, structures and components.
• Interpretation of a multitude of requirements ranging from federal regulations to site wide procedures and policies to provide effective guidance and service in the procurement process.
• Provide support at the field level for the procurement of goods and / or services for the area or division assigned.
• Act as a liaison between the field and the procurement organization. Execute and manage procurement life cycle: Planning, scheduling, product research, solicit quotes, acquisition of material and services, expediting and delivery of purchase orders.
• Negotiate prices and delivery times with potential suppliers to ensure the best value for goods and services needed for site customers utilizing the best method of acquisition; micro-purchase order; P-Card; basic purchase order with strategic agreements, SAP (Simplified Acquisition Procedures) and site availability.
• Prepare solicitation documents and process request for quotations.
• Evaluate quotations to verify compliance with requirements of the solicitation and perform price analysis to ensure pricing is fair and reasonable.
• Review requisitions and related documents for completeness and accuracy based on established procedures and technical knowledge to establish the best path forward.
• The ability to communicate adequately on a one-on-one basis and in a group setting to present information and express ideas to others is needed, along withstrong interpersonal skills which aid to bolter customer interaction.
Education:
• Bachelor’s degree; OR
• Associate’s Degree and with two years of procurement or related experience;OR
• High School diploma and four years or procurement or related experience.

Experience/Skills
• Candidate must complete the Field Procurement Engineering training curriculum as part of the SRS qualification process.
• Candidate must have strong problem solving, analytical and interpersonal skills as well as good oral and written communication skills.
• Candidate must have the ability to perform walk downs and interface with personnel and systems in the field
• Must possess good knowledge of and have skill in computer software fundamentals.
• Computer Experience (proficiency) in basic software applications to include:
• Excel Software
• Microsoft Word Software
• Review requisitions and related documents for goods and services.
• Related documents include, blanket orders, strategic agreements, basic ordering agreements and stores request.
• Preparation and development of requisitions.
• Prepare solicitation documents, and process request for quotations.
• Evaluate quotations and perform price analysis to insure pricing is fair and reasonable.
• Execute order placement, issue purchase order.
