The general scope of this position is to perform a broad spectrum of cost estimating functions that include developing proposal Work Breakdown Structures (WBS), schedule, cost estimates, Basis of Estimate (BOE), cost modeling, and risk analysis. Responsible for directing the cost estimate effort on a major project or on multiple small projects. Directs the preparation and presentation of on-project estimates and cost forecasts. Provides estimating assistance and guidance to the projects. Performs department organizational and administrative activities when delegated. Supports project organizational and administrative activities. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Develop and prepare estimates using Timberline or other system from inception to completion. Consolidates the estimate components and prepares the proposal cost volume and bid forms.
Coordinate and lead the preparation of complete estimates for assigned projects.
Act as Estimating lead in preparation of bid proposals and work closely with the project development organization to develop estimates for firm fixed price, cost reimbursable, and IDIQ projects.
Prepares basis and assumption documentation. Ensures lessons learned are incorporated. Fully understands the needs of the customer.
Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc., into unity and man-hour figures.
Review the RPF proposal specifications, designs, drawings, attend pre-bid meetings, etc., to determine scope of work and required contents of estimate. Coordinates with the project to develop additional estimating basis when information is incomplete. Suggests alternatives when appropriate.
Coordinate provision of technical support to personnel preparing discipline estimates for assigned bids.
Ensure all working documents and data are maintained to back up estimate figures.
Assist contracting department during preparation of inquiries and final evaluation of submitted bids as required.
Gather details and compile data to estimate all production costs according to specifications.
Consider raw materials, equipment, tools, labor and transportation for estimations.
Help determine necessary resources for projects based on cost estimates and budgetary constraints.
Estimate and/or price extra work items, change orders, credit, etc.
Work closely with other departments to ensure proper resources included in estimates.
Building a cost and schedule performance baseline which includes well defined; scope, assumptions, deliverables, Work Breakdown Structure, and integrated critical path schedule that is resource loaded.
Interfacing with standard company business systems (Timberline, Primavera P6 scheduling, Deltek Costpoint cost accounting system, NWG Dashboard, etc.).
Working independently or as part of a proposal development team to review RFPs, develop detailed proposal documents including project technical approach, WBS, schedules, cost estimates, and BOEs.
Developing scope and RFPs for subcontractors, and recruiting potential subcontractors for project teaming.
Working as an integral part of a team to review business opportunities, and conduct risk evaluations.
Develop cost estimates for heavy civil, commercial, DOD, DOE, USACE, Environmental Remediation, Demolition and Construction
knowledge and experience
4 Year educational degree and at least 10 years of demonstrated Cost Estimating experience. Familiar with Project Controls EVMS processes and project management software such as Timberline, Primavera P6 and Deltek Costpoint. Experienced in all facets of Cost Estimating, including developing detailed cost estimates and BOEs using Code of Accounts to develop a cost history database that is company specific, and performing cost modeling for large projects.
skills and abilities
Demonstrated advanced understanding of Estimating core processes and procedures.
Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
Knowledge of current industry and technical developments. Knowledge of global market pricing and construction practices.
Excellent interpersonal skills; work effectively and cooperatively with all levels of management and staff, and client as well as outside business associates.
Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from client, managers, staff and the general public.
High degree of sensitivity regarding confidential client and employee information.
Ability to advocate and enforce Company policies, procedures and employee programs.
Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
Experience and skills with computer applications, including MS Office Suit.
