Job Summary / Purpose
Responsible for the overall purchasing and contract negotiations/administration of products and services required for efficient, cost effective system operation.
Job Duties and Responsibilities
Identify and initiate changes in the terms and conditions of contracts and/or purchase orders to reflect current Company policies.
Participate in sourcing for cross functional teams. Process up to $500K limit for each purchase order/contract.
Prepare responses to audit, condition reports and other data requests
Preparation (meet all regulatory requirements), negotiation, execution and administration of site purchasing/contracts documents
Advise/assist customers regarding contract or materials concerns or administrative issues regarding the requisition and change order process
Support to contract implementation for Consulting, IT and/or Facilities Business Units. Ensure favorable terms and conditions with appropriate quality and cost considerations, while minimizing the company's exposure to liabilities associated with property damage, injury or performance arising from contract work, products, equipment and services. Serve as lead negotiator.
Determine appropriate pricing methods for bids, contracts and purchase orders.
Initiate bidding events in Companys online bidding platform, perform bid evaluations, negotiate terms and conditions and issue resulting contract/PO documents
Provide input into the sourcing process. Participate in projects and studies involving new procurement technology
Develop final contracts and obtain required approvals from various stakeholder groups such as legal, credit risk, insurance risk. Perform contracting research and contractor analysis.
Prepare drafts of routine contracts and obtain management approval as required
Provide specialized reports as needed utilizing data from Companys ERP system and or web based research tools. Provide support in all procurement/contract related functions Administer, monitor and evaluate supplier quality-performance.
Assist in the development of technical specifications and/or definitions of the scope of the work.
Perform research to assist in the recommendation and development of Company and System-wide blanket purchase orders.
Adhere to expected cycle times regarding contract and PO requests
Minimum Requirements: Education
Prefer either Supply Chain related B.A./B.S. degree (such as business, accounting, finance, engineering/technical), CPA, professional supply chain/procurement certification, OR equivalent related experience.
Minimum Requirements: Experience
Procurement Specialist III - 2-5 years of procurement or related experience.
Procurement Specialist Sr - 3-8 years of experience.
Minimum Knowledge, Skills and Abilities
Uses focused listening to understand others' perspectives. Clearly understands the issues, required outcomes, optional paths, and the likely positions of the other side. Has participated in executing numerous contracts or purchase orders. Ability to apply accounting and invoice processing control requirements. Demonstrated ability in using cost and value analysis techniques. Aware of both the company's and his/her business unit's challenges and opportunities with regard to the competition. Demonstrates initiative and takes lead to effectively manage costs of the business. Comfortable and effective in dealing with conceptual issues. Asks probing questions to determine solutions and doesn't just accept the first/easiest solution without analysis. Develops challenging stretch goals at the start of the year and aggressively works to meet those goals.
Minimum Requirements: Certifications / Licenses
Professional supply chain/procurement certification preferred
