Roles and Responsibilities:
Under minimal supervision, the Subcontract Administrator supports the formation of Request for Proposals (RFPs), subcontracts and small business goals in accordance with government contracts in support of the DUF6 Conversion Project for all facilities
The Subcontract Administrator is responsible for materials management of professional, construction, and general services, to include identifying resources, performing subcontract functions, issuing RFPs, provides overall oversight of company's small business program in accordance with established organizational practices and procedures and applicable government regulations

Coordinate, develop and produce subcontract documentation such as request for proposal (RFP) subcontracts agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representation, certifications and correspondence.
Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiation, cost/price analyses, Cost Accounting Standards (CAS), Labor Law, Equal Employment Opportunity (EEO), audit, environmental reporting, and technical compliance.
Review and process purchase requisitions.
Compile documentation to establish subcontract files.
Coordinate with finance and accounting department in administering subcontract invoicing and payments and close out process
Develop and maintain procurement files. Monitor and track subcontract deliverable.
Negotiate terms and conditions with customers and subcontractors.
Minimum Qualification Requirements (Education and Experience):
Bachelorís Degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience.
4+ years of related experience, preferably in construction or engineering.
Demonstrated skills with database applications and MS Office (Word, Excel and PowePoint) through training and/or experience.
Must have excellent communication skills to effectively communicate with all levels of management, site personnel, and outside vendors.
