PROJECT CONTROLS SPECIALIST

DESCRIPTION OF WORK:
• Provides P6 scheduler support to efficiently and effectively plan and execute contract work scope.
• Develops Baseline Change Request (BCR) schedules and COBRA data reports for BCR submittals.
• Develops reports as required to support performance measurement, reporting, and variance analysis.
• Reviews and maintains schedule logic ties, performs end point analysis, and critical path analysis to assist project managers in anticipating critical activities and developing schedule recovery plans as needed.
• Provides P6 integration into COBRA for estimates to complete and BCR implementations.
• Coordinates gathering data from other functional areas, expediting it when necessary to meet required deadlines.
• Performs complex project accounting activities including review of client contracts, developing and maintaining cost control records and reports on all projects.
• Provides direction, training, and evaluation of project cost analyses in the maintenance, billing, and financial reporting of client projects.
• Analyzes project costs, contract accruals, labor charging and other month-end closing data as needed.
• Reviews all cost documentation and charges to assigned projects to ensure that all cost codes are utilized correctly to ensure accuracy and compliance with company procedures.
• Responsible for the preparation, review, and accuracy of financial reports, such as project cost details, project cost summaries, contract cost reconciliation, manpower forecasts, client invoices, and their supporting documentation.
• Coordinates with other project disciplines to ensure successful project execution and contract closeout.
• Interfaces inside and outside of the organization, senior management, clients, and auditors. Researches resolution of any client audit inquiries
• Actively review and understand key aspects of the proposal or project contract to support potential contract changes and associated proposals.
• Assist in the development and execution of the strategy and plan for planning/scheduling activities that supports the overall proposal strategy or project requirements.
• Development of project work plans and schedules that support the project.
• Develop and update network-logic-driven schedules that meet the needs of, and are used by, the project team.
• Contribute to schedule risk analysis to help forecast schedule contingencies and related cost impacts.
• Develop accurate and timely project labor hour forecasts with the participation of lead staff and project management. Prepare schedule analysis narratives including recommendations for corrective actions.
• Monitor and correct any out of compliance schedule health issues with FES and PMB.
• Create client and internal status reports that effectively communicate schedule status and identify critical path.
• Define corrective actions for implementation. Issue reports under the direction of lead project controls staff.
• Act professionally and with due diligence at all times to fully safeguard the interests of the Company in all business activities.
• Maintain project work breakdown structure (WBS), field schedule, and baseline schedule for planning deliverables.
• Prepare and adopt necessary tools / methods to effectively monitor and control project progress, schedule and resources, so as to ensure the efficient and timely achievement of project milestones / key dates.
• Manage the preparation of baseline budgets and schedules in conjunction with project team members and project management.
• Perform any other duties assigned by the management.

REQUIRED QUALIFICATIONS:
• High school diploma (or equivalent) required. 3-5 years of Project Controls/scheduling experience.
• Must demonstrate experience with EVMS and change control management.
• Must demonstrate thorough understanding of the principles of planning/scheduling as well as the relationships between the project controls functions—estimating, planning/scheduling, cost control, and risk management.
• Must demonstration experience with construction sequencing and have some practical field experience to develop an understanding of construction.
• Have good skills in communication, negotiation, and team work.
• Experience with Sludge Removal Project and 100K Operations.
• Must be a U.S. Citizen.
