Licensing Manager, Corvallis, OR
Empyrean Services is seeking a Licensing Manager for our client. This is a direct hire role.
POSITION SUMMARY: The Licensing Manager leads a team of licensing supervisors, project managers and specialists (licensing engineers) responsible for Company licensing activities, including supporting the NRC’s review of the Company DCA. The Licensing Manager coordinates work activities, identifies and resolves licensing-related issues and ensures alignment between engineering design and licensing deliverables. Long term responsibilities will include oversight of compliance and support activities. The Licensing Manager ensures adherence to Company standards and procedures for activities within his/her span of control.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Responsible for maintaining and updating the content of Company’s license basis documents.
• Responsible for the coordination of licensing work activities in support of Company licensing, compliance and support activities.
• Responsible for supporting and/or overseeing licensing and regulatory affairs activities related to the review and approval of the Company DCA.
• Responsible for supporting and/or overseeing licensing and regulatory affairs activities related to other ongoing and future licensing related projects as assigned.
• Responsible for the direct oversight of Company and augmented staff work activities within the assigned span of control.
• Performs or ensures the accomplishment of the following core supervisory functions for the assigned group(s) within a business unit: planning, organizing, directing the performance of on-going activities and/or special / ad hoc assignments, staffing (employee selection, training/ coaching & performance management, time entry), coordinating, reporting & budgeting; mentors, provides guidance and direction, and acts in a subject matter expert capacity for less experienced staff.
• Ensures Company program compliance with applicable regulations, codes and standards.
• Actively involved in industry groups/forums, implementing lessons learned and industry best practices at Company.
• Leads continuous improvement for a given group(s): designing processes; establishing quality/quantity standards & metrics; collecting, refining, adapting & communicating best practices.
• Implements and supervises a range of licensing, technical and support activities / practices, making sound decisions on an expedient basis consistent with organizational standards and regulatory requirements.
• Develops effective regulatory strategy based on industry and NRC guidance documents; makes recommendations based on the analysis technical and regulatory information through independent efforts.
• May travel to various NRC and industry locations when performing assigned tasks.
• Performs other duties as assigned.
MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:
• Education: A minimum of a Bachelor's degree in Engineering, Engineering Technology or Science. Advanced degree preferred.
• Experience: Eight (8) years of related experience in engineering, construction, operation, licensing or maintenance with at least five (5) years in the nuclear field (6 years of related experience with advanced degree or applicable Navy nuclear experience acceptable) is required. Knowledge of project management systems desired.
• Proven ability in building strong working relationships with NRC.
• Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.
• Management: Demonstrated ability to manage others and coordinate across multiple disciplines to provide design solutions in a timely manner.
• Quality Assurance: Demonstrated understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1 preferred.
