Edgewater is seeking qualified candidates for a Life Cycle Cleanup Baseline updates support opportunity for our customer in Richland, WA to support the Hanford Site.

Title of Scope: Support Life Cycle Cleanup Baseline updates

INTRODUCTION / BACKGROUND
Portfolio Management (PFM) delivers integrated project management that allows DOE-RL to make informed decisions through alignment and integration of technical and financial data. PFM provides the support and expertise necessary to optimize the cleanup mission lifecycle, and enables DOE-RL to successfully achieve the Hanford end state vision.
The Subcontractor is required to provide staff augmentation support as set forth herein on a full time basis. Multiple awards may be made.

OBJECTIVE
The Contractor will assist PFM in the Hanford Site portfolio integration & analysis, provision of simulation and optimizing analysis tools, and assist with integrated scheduling and performance evaluation. The desired outcome is a Hanford Life Cycle Cleanup Baseline that optimizes the mission life cycle, enabling DOE to ensure cost and schedule efficiency while adequately anticipating and managing programmatic risk.

DESCRIPTION OF WORK SPECIFIC
Provide the Mission Support Alliance Portfolio Management (MSA PFM) with strategic planning, scheduling, and technical analysis support in the development of an integrated Hanford Life Cycle Cleanup Baseline (HLCCB). Subtasks will include, but are not limited to, the following:
Provide expertise, processes and systems to coordinate development of a Hanford Site Work Breakdown Structure (WBS), Hanford WBS Dictionaries and the Hanford Portfolio Integrated Master Schedule (PIMS)
Provide expertise, processes and systems to coordinate development of the Hanford Integrated Priority List (HIPL)
Provide expertise, processes and systems to coordinate development of a Portfolio Management System Description (PMSD) for Earned Value Management
Provide expertise, processes and systems to place the HLCCB under configuration control and maintenance.
Provide expertise, processes and systems to assess performance against the HLCCB and assessments of that performance on future successors of the HLCCB.
Provide expertise in portfolio risk management and assessment and assist in the development or improvement of a Program Risk Management Plan.
Provide expertise with processes and systems to assess operational and business performance against established goals and metrics.
Provide planning and integration support to PFM

QUALIFICATIONS

Required Qualifications:
A BA/BS degree in business plus a minimum of 15 years but 20 years of direct technical experience supporting Department of Energy (Department of Energy) and/or DOE prime contractors in the development of project and program baselines; WBS and WBS dictionaries; integrated master schedules; integrated priority lists; change control and configuration management; portfolio or program risk assessment and project, program and business performance assessments or an equivalent combination of education and experience.
The Subcontractor must be intrinsically motivated to exceed expectations of clients and stakeholders, be self-starting, able to work independently and with others on an integrated project team or with ad hoc developed groups, listen attentively, make informed decisions, and render professional opinions based on experience and exposure to similar environments or applications.
Experience with Hanford prime contractors in the development of project and program baselines; integrated master schedules; integrated priority lists; change control and configuration management; portfolio or program risk assessment and project, program and business performance assessments.
Experience analyzing data, data management, or database design or development.

Work Location / Potential Access Requirements
The contractor will provide support as necessary in the Federal Building, 825 Jadwin or at MSA headquarters building, 2490 Garlick or as directed by PFM management and/or the BTR.

Site Access and Work Hours
Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday.
Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the contract Specialist prior to performing the work.
