The Chief of Engineering is responsible for providing leadership to the Engineering Center of Excellence. The Chief of Engineering will be an active member of the executive leadership team and will provide input on strategy, planning and execution of new opportunities to increase the companyís capabilities as both an engineering and consulting firm.


Develop and execute business strategy for the growth and development of the Engineering Center of Excellence
Identify engineering opportunities
Provide strategic direction to the Engineering Team and set new project development efforts and priorities
Responsible for developing annual budgets and execution of financial goals
Ensure field compliance with corporate engineering standards, policies and procedures
Develop and maintain excellent relationships with clients, customers, vendors and government agencies
Provide oversight of technical/engineering staff
Manages engineering activities for all disciplines within NWI&T establishing and maintaining the technical standards
Acts independently on field related technical matters
Maintains continuous contact with work in progress by reviewing or approving, design basis, key drawings or design concepts, work processes, and design procedures.
And specifications developed by the project groups and reviewed by the discipline engineers
Audits project application, implementation and compliance with a projectís Execution Plan, Project Procedures Manual, and Engineering Department Procedures (EDPs)
Plans, schedules, conducts, and coordinates self-perform engineering work during all project phases
Provides technical/expert support to project teams and ensures technical quality
Works with Engineering Manager to establish the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.Inputs to, reviews and influences project schedule.
Reviews unusual or complex design problems, provides guidance for the solution personally, or by subordinate staff or outside consultants.
Maintains knowledge of new developments through technical literature and by contacts within and outside NWI&T.
Champions within NWI&T the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Establish an Engineering Program that functions for the various North Wind Clients
Establish a Training and Mentoring program to ensure effective and compliant task execution
Provides leadership on Technical Decisions and Code Interpretation for individual engineering related issues
Responsible for ensuring compliance with the Conduct of Engineering Program
Establishes an assessment program to ensure compliance with Conduct of Engineering Program requirements
Responsible for the overall Quality and Effectiveness of the Engineering Program
Responsible for recruiting and professional development for NWI&T Engineers

Bachelors degree in Engineering (Civil, Structural, Mechanical) or related field
Registered Professional Engineer
Minimum of 20 years engineering experience in the government contracting industry
10 years engineering management experience
5 years demonstrated project management experience
Breadth of experience in construction, engineering, project management and schedule management

Requires moderate interpersonal and communication skills in dealing with others to ensure that customer requests or needs are met. Acknowledges and clarifies customer inquiries, requests, or complaints to ensure that needs are identified, documented and addressed.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to apply common sense understanding to carry out detailed written and/or oral instructions; ability to deal with problems involving variables in non-standardized situations.

Communication: Communicates clearly and concisely in speech and writing. Demonstrates understanding of and sensitivity to unspoken meaning and nonverbal cues. Facilitates communication across the organization and effectively interfaces with customer, contractor, and site personnel on a daily basis.

Skill Sets: Demonstrates effective use of systems, tools and other resources to reflect understanding and clear insights of processes, systems and methodologies of process improvement. Ability to visualize alternative processes and think conceptually.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Minimum knowledge required to perform adequately in this position will require knowledge of specialized rules, procedures, practices, or operations acquired through substantial training or experience.

Leadership, strategic thinking and planning skills to motivate the team
Ability to develop and mentor staff
Working knowledge of the customer base in order to build appropriate relationships and having insight into industry needs, projects, trends and knowledge of industry processes
Excellent oral and written communication skills; strong interpersonal skills and the ability to clearly and effectively present information to employees, management and clients
Capable of developing and executing business development, marketing and sales strategies, working with an integrated team of functional, business development, marketing and operational staff
Expert in horizontal and vertical design builds
Excellent problem solving skills
Superior budgeting and cost management abilities
Strong literacy in MS Word and Excel
Must be technically and operationally adept; strong ability to balance often conflicting operational and project scheduling challenges to insure commitments to cost and project execution goals are met
Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services
Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models

While performing the duties of this job, the employee will be sitting for long periods of time in an office environment, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle or feel, and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds.
Work is conducted both indoors and outdoors. The employee may be exposed to moving mechanical parts and outdoor elements. The noise level in the work environment is usually moderate.
