Support Portfolio Management with Strategic Planning and Technical Expertise

DESCRIPTION OF WORK:
• The subcontractor will assist PFM in the Hanford Site portfolio integration, provision of simulation and optimizing analysis tools, and assist with integrated scheduling and performance evaluation.
• The desired outcome is a Hanford Life Cycle Cleanup Baseline that optimizes the mission life cycle, enabling DOE to ensure cost and schedule efficiency while adequately anticipating and managing programmatic risk.
• Provide the MSA’s PFM with strategic planning and technical analysis support in the development of an integrated Hanford Life Cycle Cleanup Baseline (HLCCB).
• Subtasks will include, but are not limited to, the following:
• Provide expertise, processes and systems to coordinate development of the Hanford Portfolio Integrated Master Schedule (PIMS)
• Provide expertise, processes and systems to coordinate development of the Hanford Integrated Priority List (HIPL)
• Provide expertise, processes and systems to identify key interface points between Hanford mission scope.
• Provide expertise, processes and systems to assess performance against the HLCCB and assessments of that performance on future successors of the HLCCB.
• Provide expertise in portfolio risk management and assessment and assist in the development or improvement of a Program Risk Management Plan.
• Provide expertise with processes and systems to assess operational and business performance against established goals and metrics.

QUALIFICATIONS:
Required Qualifications:
• AvBachelor’s degree in a technical or scientific field.
• A minimum of 15 years of direct technical experience supporting Department of Energy (DOE) and/or DOE prime contractors in the development of project and program Life Cycle baselines; integrated priority lists; portfolio or program risk assessment and project, program and business performance assessments.
Desired Qualifications:
• A Master of Business Administration degree is highly desired.
• Experience with Hanford liquid waste disposition; direct interaction with the DOE on the establishment of Hanford mission inputs and assumptions including system modeling.
• Subcontractor shall ensure that its personnel meet and maintain the appropriate training, qualifications, and certification requirements as applicable.

SECURITY AND BADGING REQUIREMENTS:
A. For any on-site work, see On-Site Services Special Provisions for details.
B. The subcontractor shall wear a Buyer issued security badge identifying themselves. A minimum of two working days advance notice is needed for site badging.
C. Subcontractor employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.
D. If the Subcontractor under this scope of work will be required an access authorization (security clearance), then the following will apply. Will not require security clearance

WORK LOCATION / POTENTIAL ACCESS REQUIREMENTS:
The contractor will provide support as necessary in the Federal Building, 825 Jadwin or at MSA headquarters building, 2490 Garlick or as directed by PFM management and/or the BTR.

SITE ACCESS AND WORK HOURS:
• Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday.
• Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the contract Specialist prior to performing the work.
