Decommissioning Safety Specialist
Duration: December 3, 2018 through December 31, 2019, with an option to extend one additional year.

SCOPE OF WORK
• This position will be for a Safety Specialist involved in the management and oversight of safety for decommissioning projects including pool to pad activities for loading nuclear fuel onto the ISFSI pad.
• The candidate will train on the client’s oversight process and gain qualification as an oversight specialist. Requirements will include an oral board examination upon completion of training.

EXPERIENCE/QUALIFICATIONS

• Experience in the nuclear industry and be knowledgeable and/or experienced as a safety and human performance consultant/lead with experience in performance improvement.
• Experience shall include a lead or management role in oversight of safety programs and implementation. Experience with safety oversight on a decommissioning project will be considered a plus.
• Experience with Safety Oversight for ISFSI loading operations, particularly Holtec experience, will be considered an advantage over other individuals.
• Must be able to obtain unescorted protected area access badging (#red-badge#), review and comprehend the project contract and the scope of work deliverables, pool to pad plans, contractor work orders, processes and procedures, training matrices, and other documents.

RESPONSIBILITIES
• Responsible for providing oversight on safety and human performance of the ISFSI Expansion project contractor as well as the Decommissioning contractor. This will include reviewing the SONGS, decommissioning, and ISFSI vendor programs to gain intricate knowledge on program requirements and responsibilities.
• Compare safety programs with OSHA and CAL-OSHA requirements to ensure compliance with state and federal requirements and be knowledgeable of annual changes in OSHA/CAL-OSHA requirements.
• Help facilitate the continuing development of the contractors program to ensure they meet the requirements and expectations for SONGS with regards to safety and human performance.
• Generate Oversight Observations and review those generated by contractor oversight specialist for the purpose of evaluating trends and critical comments that require additional response. This includes performing oversight and review of vendor programs and vendor observations to ensure the vendor is self-identifying negative trends with regards to safety.
• The position may involve shift work and up to 60 hours of work per week. This includes possible work on weekends and holidays.
• Report to the Manager of Oversight.
• Manage and direct Contractor Oversight Specialists as needed.
• Perform oversight of vendor safety program including recommending ways to strengthen programs.
• Review various Holtec and SDS procedures, processes, work orders, and drawings with regards to safety and human performance and provide feedback.
• Train to client’s oversight process and achieve qualification to perform the oversight function.
• Create reports and tasks in observation database including trending data and lessons learned with regards to safety.
• Communicate observation results to the Manager of Oversight.
• Perform other duties as assigned by the Manager of Oversight.
• Be available for shift work including weekend and holidays on an as needed basis.
• Attend and participate in daily turnovers with opposite shift personnel on as needed:
Schedule is 40+ hours per week on an as needed basis. The position may involve shift work and up to 60 hours of work per week. This includes possible work on weekends and holidays.
