HR Information System Administration

OBJECTIVE:
• The MSA Information Management, IS Software Engineering Services organization requires Software Engineering support and administration in support of systems and functions for the Human Resource Information Systems (HRIS).

DESCRIPTION OF WORK:
• Provide system administration support for the servers, databases, security, implementations, interfaces and batch processing for the HRIS, Timekeeping and Finance systems. Support could also include the assessment, maintenance, documentation, modernization, testing, and implementation functions.
• MSA Software Engineer Services (SES) requires a HRIS administrator who can perform the following functions:
• Write and revise production batch job scripts, including testing, scheduling and moving them to production
• Responsible for coordinating all batch jobs and special processing for holiday runs.
• Verify/Ensure daily batch jobs run on time, correctly, and are sent or received by external interfaces and gateways to our systems.
• Troubleshoot job failures, correct and re-run
• Set-up, configure and test interfaces using Secure FTP and Gateway transfers, working closely with our Cyber Security organization to make sure all requirements are followed.
• Responsible for firewall policies/rules for batch interfaces outside Hanford firewall.
• Responsible for all PeopleSoft internal security changes, including permissions and roles, new user accounts, changes and deletions, following all Sarbanes-Oxley (SOX) requirements.
• Perform internal SOX audits annually, and work with external auditors to answer questions and resolve findings.
• Assist in managing Development, Testing and Production environments, including database consistency, backups and restores, as well as SQL jobs at the Server agent level.
• Performance tuning, optimization and user monitoring.
• Responsible for implementing code changes through the Development, Testing and Production.
• Administer source control system, including installation, setup and security for new users
• Assist with system updates/patches and upgrades
• Understand and follow established Software Development Process
• Develop technical documentation
• Communicate effectively with good written and communication skills
• Ability to be on-call 24/7/365
• The HRIS administrator will work with HR functional personnel, other project software engineers, interface with the project managers, and meet with customer subject matter experts as needed.

QUALIFICATIONS:

Required Qualifications:
• BA/BS degree in Computer Science or IT related field, plus 4+ years of Information Technology experience or equivalent combination of education and experience.
• 3-5 years’ relevant experience with SQL databases and Microsoft SQL Server Administration
• 3-5 years’ relevant experience with Microsoft Server Administration
• 3-5 years’ relevant experience with PeopleSoft system and PeopleSoft Server Administration.
• Ability to work in a multi-task, multi-project development environment with a keen attention to detail
• Excellent interpersonal skills with proven ability to work in a team-oriented collaborative environment
• Highly self-motivated and self-directed
• Strong customer relationship skills
• Ability to work during non-standard business hours.

Desired Qualifications:
• 3-5 years’ experience with PERL programming language
• 3-5 years’ experience with a source control system (MKS, TFS, Subversion, etc)
• 3-5 years’ experience with Secure File Transfer Protocol
• Familiar with Sarbanes-Oxley (SOX) requirements as it relates to Information Technology

SECURITY AND BADGING REQUIREMENTS:
A. For any on-site work, see On-Site Services Special Provisions for details.
B. The subcontractor shall wear a Buyer issued security badge identifying themselves. A minimum of two working days advance notice is needed for site badging.
C. Subcontractor employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.
D. If the Subcontractor under this scope of work will be required an access authorization (security clearance), then the following will apply. Will not require security clearance

WORK LOCATION / POTENTIAL ACCESS REQUIREMENTS:
• The primary work location is 2261 Stevens, Richland Washington (subject to change). Work including meetings may also be conducted on the Hanford site at various locations.


SITE ACCESS AND WORK HOURS:
• Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday.
• Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the contract Specialist prior to performing the work.
