Must possess a working knowledge of relevant quality assurance program requirements
Must have a good understanding and knowledge of quality concepts and practices, be thoroughly familiar with codes, standards, and regulations as they apply to various types of projects or work activities
Core competencies for this position are communication, problem solving, adaptability, judgment, collaboration, leadership and decision making

Education: High School Graduate or General Education Degree (GED)
Experience: 12 years of construction related quality experience
Preferred: Bachelor’s degree in engineering or related science or equivalent plus 6 years’ experience, Prior records management and database use preferred; Experience with ISO9000, EM-QA-001, DOE O 414.1D and/or NQA-1 quality programs, processes, and procedures; Experience working on Department of Energy projects.
The Vendor Quality Representative is responsible for performing supplier/vendor quality surveillance to include shop and/or facility surveillance management. This includes corresponding with supplier/vendor quality personnel during all phases of the purchase order execution and participating with supplier/vendor organizations in selection and review of manufacturing and examination methods.

Represents the procurement supplier/vendor quality function on the project
Plans and implements division of responsibility for project activities
Assures completion of tasks assigned by the Project QA Manager
Reviews scope of supplier/vendor quality participation for assigned project
Reviews material requisitions including technical specifications with respect to quality requirements
Reviews capabilities of prospective supplier/vendor for specific scopes of work
Monitors administrative and technical performance of supplier/vendor personnel to assure client quality requirements are being implemented
Participates with Engineering in determining levels of surveillance required and establishing witness and hold points
Prepares project specific supplier/vendor quality procedures and operating instructions, incorporating project and client specific objectives into the project supplier/vendor quality function
Participates in pre-award and post-award conferences with suppliers, as needed
Prepares project specific quality surveillance plans and work instructions
Reviews, edits and accepts reports prior to distribution and in accordance with project requirements
Advises interested parties of technical and quality issues reported in shop/facility quality surveillance reports; monitors dispositions and corrections made to assure documented evidence of satisfactory closeout
Facilitates communication between on and off project personnel across disciplines
Performs Surveillance/Receipt Inspection activities at suppliers/vendors shop/facility as assigned by the Project QA Manager
This position may require weekly travel to supplier/vendor shops/facilities
Ability to adapt to and maintain a safety-conscious work environment

Ability to pay attention to the minute details of a project or task, and perform work accurately and thoroughly
Strong organizational skills and ability to follow a systematic method of performing tasks

Ability to communicate clearly and concisely with others using both the spoken and written word, as well as the ability to actively listen and comprehend communication from others
Ability to read and interpret project workplans, specification documents, and construction drawings
Ability to develop testing and inspection plans; understanding of construction document and revision control
Ability to effectively interface with supplier/vendor, project and management personnel

Computer Skills: Proficiency in the use of Microsoft Office Suite.
