The Vendor Quality Representative is responsible for performing supplier/vendor quality surveillance to include shop and/or facility surveillance management. This includes corresponding with supplier/vendor quality personnel during all phases of the purchase order execution and participating with supplier/vendor organizations in selection and review of manufacturing and examination methods.

• Represents the procurement supplier/vendor quality function on the project
• Plans and implements division of responsibility for project activities
• Assures completion of tasks assigned by the Project QA Manager
• Reviews scope of supplier/vendor quality participation for assigned project
• Reviews material requisitions including technical specifications with respect to quality requirements
• Reviews capabilities of prospective supplier/vendor for specific scopes of work
• Monitors administrative and technical performance of supplier/vendor personnel to assure client quality requirements are being implemented
• Participates with Engineering in determining levels of surveillance required and establishing witness and hold points
• Prepares project specific supplier/vendor quality procedures and operating instructions, incorporating project and client specific objectives into the project supplier/vendor quality function
• Participates in pre-award and post-award conferences with suppliers, as needed
• Prepares project specific quality surveillance plans and work instructions
• Reviews, edits and accepts reports prior to distribution and in accordance with project requirements
• Advises interested parties of technical and quality issues reported in shop/facility quality surveillance reports; monitors dispositions and corrections made to assure documented evidence of satisfactory closeout
• Facilitates communication between on and off project personnel across disciplines
• Performs Surveillance/Receipt Inspection activities at suppliers/vendors shop/facility as assigned by the Project QA Manager
• This position may require weekly travel to supplier/vendor shops/facilities
• Ability to adapt to and maintain a safety-conscious work environment

• Ability to pay attention to the minute details of a project or task, and perform work accurately and thoroughly

• Ability to communicate clearly and concisely with others using both the spoken and written word, as well as the ability to actively listen and comprehend communication from others
• Ability to read and interpret project workplans, specification documents, and construction drawings
• Ability to develop testing and inspection plans; understanding of construction document and revision control
• Ability to effectively interface with supplier/vendor, project and management personnel

• Must possess a working knowledge of relevant quality assurance program requirements
• Must have a good understanding and knowledge of quality concepts and practices, be thoroughly familiar with codes, standards, and regulations as they apply to various types of projects or work activities
• Core competencies for this position are communication, problem solving, adaptability, judgment, collaboration, leadership and decision making

Education: High School Graduate or General Education Degree (GED)
Experience: 12 years of construction related quality experience
Preferred: Bachelor’s degree in engineering or related science or equivalent plus 6 years’ experience, Prior records management and database use preferred; Experience with ISO9000, EM-QA-001, DOE O 414.1D and/or NQA-1 quality programs, processes, and procedures; Experience working on Department of Energy projects.
