Civil Quality Engineer II (Job No. 03-093019-02)

NEC Technical Services has an immediate need for a Civil Quality Engineer II.

Civil Quality Engineer II – Conduct quality assurance activities related to design reviews, procurement, in-process and final equipment acceptance, design specifications, vendor selection, procedure/specification acceptance, drawing review, quality planning, and non-conforming condition resolution. Review codes, standards and regulations for impact on existing internal procedures to achieve conformance. Identify develop, and implement inspection/examination techniques and related acceptance criteria for process and final inspection. Provide interface and coordinate quality assurance activities such as audits, position plans, and safety. Possess the ability to develop and implement quality assurance procedures, plans and specifications in compliance with project requirements. Qualified and/or experience in coatings, concrete, structural, soils, HDPE Piping (inspection & testing) and ICC Reinforces Concrete Special Inspector or ACI Reinforce Concrete Inspector. This position requires a Technical Bachelor’s degree plus 15 years of experience in a related engineering discipline (e.g., mechanical electrical) with the activities above or a combination of education and relevant experience deemed acceptable. DOE experience preferred.

Job Scope:
• American Welding Society Certified Welding Inspector at a minimum per AWS QC1 is preferred. Supporting documentation is required.
• Knowledgeable in non-destructive testing. Supporting documentation is required.
• Knowledgeable in dimensional inspection. Supporting documentation is required.
• Capable of performing visual inspections.
• Capable of performing dimensional inspections using complex instruments.
• Capable of performing oversight of subcontractors performing nondestructive testing.
• Capable of writing detailed inspection plans/procedures and be able to act as Team Lead for project specific subcontracts.
• Must possess good report writing and communication skills
• Must be knowledgeable and capable of performing Oversight functions such as Construction Oversight and Fabrication Oversight, which could include travel to numerous vendor facilities.
• Must be able to report on project status.
• Must be capable of reviewing and interpreting complex drawings, statement of works, specifications, codes, etc.
• Must be capable of developing and implementing inspection plans and procedures
• Must be capable of successfully completing a site specific annual eye exam, prior to commencement of any inspection activities.
• Must successfully complete QA Qualification Process including Quality Engineer Task Cards and Dimensional Inspection Authorization Task Card with hands on dimensional practical exam as directed.
• Work activities will be performed under the direction of the QA organization, using WIPP procedures, forms, and the QA Program Description (QAPD).
• Be capable of climbing ladders, climbing scaffolding, working on uneven surfaces, working in various temperature extremes, and carrying inspection equipment as needed
• Must successfully complete General Employee Training (GET)
• Must complete other site specific training on an as needed basis as directed by the QA STR.
