ENGINEERING SPECIALIST / FIRE PROTECTION ENGINEER


SPECIAL REQUIREMENTS
Fire Protection Engineer to perform duties supporting UCOR projects and/or Fire Protection Program function. Project support locations can include ETTP, ORNL and Y-12.
• Perform Fire Hazards Analysis (FHA), using the UCOR FHA application guide
• Perform Facility Fire Protection Assessments (FFPAs) per referenced procedure
• Review and/or rewrite existing Fire Protection Procedures as necessary
• Provide written fire protection opinions/interpretations on project issues that might arise
• Review and comment on design changes, including temporary modifications, and support resolution of design-related issues
• Perform technical reviews of temporary modifications
• Provide input during the development of operating, maintenance, test plans and procedures
• Review work packages as assigned for fire protection issues and compliance
• Develop Design Change Notices (DCNs), Engineering Operability Evaluations (EOEs), Commercial Grade Dedication (CGD) analysis, 5 year sprinkler inspection plans, other engineering calculations and/or analysis
• Develop arguments to support project or function Authority Having Jurisdiction (AHJ) determinations/interpretations
• Develop project or function Fire Protection test plans for specific issues
• Maintain proper records and documentation in accordance with UCOR and Fire Protection Program requirements
• Oversee and review assigned fire protection system, test and maintenance activities

EDUCATION
A graduate of an accredited engineering curriculum. If not such a graduate, a qualified engineer shall, either:
• Demonstrate a knowledge of the principles of engineering and have completed not less than six years engineering practice, three of which shall have been in responsible charge of diverse practice, three of which shall have been in responsible charge of diverse fire protection engineering projects; or be a registered professional engineer in fire protection.

SPECIAL TRAINING, CERTIFICATIONS, QUALIFICATIONS OR LICENSES
• Bachelor’s degree in Fire Protection Engineering or related field
• Current L or Q Clearance strongly preferred; if not, candidate must be able to qualify for one
• 10 years Fire Protection Engineering experience in responsible charge of Fire Protection program(s)
• Experience researching National Fire Protection Association (NFPA) Standards, various building codes such as Standard or Internal building code, and OSHA regulations
• Demonstrated experience performing Life Safety Code reviews and facility fire protection assessments
• Functional with MS Word, S Excel and MS Outlook software

ROLES and RESPONSIBILITIES
• ETTP Fire Protection Engineer (FPE) reports, on project, to the Fire Protection (FP) Project Lead or the Fire Protection Program.

Responsibilities:
• Consult with the FP Services Manager regarding FP issues and bring any unresolved FP issues to the Authority Having Jurisdiction (AHJ) for resolution.
• Perform as the technical resource for the AHJ.
• Prepare all equivalency or exemption requests for alternative means and methods proposed as equivalent to codes or standards requirements for submission to the AHJ.
• Provide technical FP support to projects and as requested by DOE.
• Review plans for new construction or proposed modifications to existing facilities and define requirements to ensure compliance with life safety criteria and other applicable codes and standards.
• Ensure that fixed FP system information related to new construction or modifications is forwarded to FPP Maintenance Coordinator for inclusion in the Master Plan and Schedule.
• Maintain minimum requirements to establish “operability” for the following FP features:
o Fire detection and alarm systems
o Fire suppression systems.
• Establish Inspection, Test, and Maintenance (ITM) schedules in accordance with work smart standards and DOE guidance, as modified by the equivalency or exemption process.
• Provide technical support to the ITM activities as needed.
• Witness acceptance tests of fixed FP systems.
• Perform periodic reviews of ITM records and submit evaluations of the data gathering process and the data gathered to the FPPM.
• Provide guidance to Functional Managers/Project Managers/Facility Managers/Building Operators regarding fire extinguisher requirements and develop inspection reports and schedules, including inspection frequencies and documentation.
• Review deactivated and shutdown facilities in question and project planning documents to determine facility status and the appropriate process for deactivation of FP systems.
• Assist Project Manager/Facility Manager in completing process to deactivate FP systems.
• Provide technical support as requested by other organizations on the site involved in hazard communication activities, such as defined by OSHA 1910.1200, Hazard Communication.
• Provide leadership and support for implementing the Integrated Safety Management System on projects.
• Provide technical assistance on the physics of fire, explosions, hydraulic and criticality events.
• Maintain current knowledge of fire codes, building codes, and DOE Orders for UCOR.
• Provide oversight of subcontract and tenant facilities relative to FP.
• Assist, as assigned, in the investigations of fires and prepare reports to include lessons learned and recommendations to prevent reoccurrence.
• Assist DOE in fire related issues, as requested.

Accountabilities:
• Functionally reports, on project, to the Fire Protection Project Manager or the Fire Protection Program.
• Function as the point of accountability and engineering support for the organization.
• Meet schedule and budget for assigned responsibilities and tasks.
• Maintain training, required reading and any qualification requirements current.
• Communicate regularly to direct reports pertinent to information needed to implement ESH Programs in a consistent, compliant, and timely manner.

Authorities:
• In conjunction with other assigned project personnel, approve reports and documents related to assigned duties.
• Delegate authority and responsibility to subordinate staff and others as appropriate.

EXPERIENCE
Minimum four years of engineering practice, three of which shall have been in responsible charge of diverse fire protection engineering work.
