DESCRIPTION OF WORK:

The subcontractor shall provide Senior level system and data analyst support to the Information Management – Business Office Manager, IM Management team and staff on an ongoing basis.
This position requires an analytical mindset, accuracy, attention to detail and creative problem-solving abilities. This individual will be responsible for ensuring the accurate application and management of the MSA Information Management Usage Base Services (UBS) billing that encompasses the full spectrum of IT services. This individual will be coordinating and assembling cross-functional teams, creating project plans, managing scope and leveraging proven industry standards and/or best practices to assist in the accurate delivery of IT service and cost distribution.

Day-to-day work activities include coordinating and processing monthly IT services cost distribution and invoicing, ensuring service billing codes are submitted and applied correctly; as well as monitoring and adjusting monthly cost distributions. The individual will function as a Subject Matter Expert for the Enterprise Service Platform (ESP) with specific responsibilities as it relates to IT services. This individual will work with the ESP System Architect, and the ESP system administrators/developers to ensure a cohesive and coordinated system management. This includes system development, modernization, and enhancement activities.

Other work responsibilities include:

• Research, update and reconcile User Based Service requirements to support various companies billed by MSA.
• Interaction with end-user community, business applications team and operations personnel throughout the billing process.
• Run weekly reporting to identify, create, track and analyze key metrics that impact the business.
• Maintain various Microsoft Access databases that support User Based Service requirements or reporting as required.
• Process SQLPlus Reporting and reconciling data as required.
• Clearly capture, document, and validate business requirements for key business initiatives.
• Become cross-functional subject matter expert for internal ESP system as it pertains to IT services.
• Coordinate the retirement and transition of data from the Telecommunications Tracking system (COMIT) with various IT departments
• Review, analyze and recommend process efficiencies.
• Analyze complex set of systems, facilitate and drive process reengineering workshops, capture and document ‘As-Is’ and ‘To-Be’ process flows.
• Partner with business process owners in the organization to meet corporate objectives.
• Maintain excellent communication regarding project status and priorities with project sponsors, driving planning and tracking of tasks, schedule, resources, dependencies and success criteria.
• Maximize productivity of existing resources, increase throughput and utilization and plan for capacity changes

REQUIRED QUALIFICATIONS:
• Bachelor’s degree with 15+ years’ experience or equivalent education/experience
• 10+ years’ experience and interest in working with large amounts of data input and validation
• Advanced experience in MS Access Database including Visual Basic for Applications (VBA)
• SQL database Experience
• Senior level experience with IT commodity services billing and cost distribution
• Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• General Knowledge of the practical application of information technology and services provided.
• Manages own time and the time of others as needed.
• Presents and comprehends ideas and information conveyed verbally.
• Identifies complex problems and reviews related information to develop and evaluate options and implement solutions.
• 10+ years of experience working with global finance and accounting organizations, familiarity with accounting practices.
• 10+ years of experience working on a Billing System.
• 10+ years functional and non-functional analysis experience required.
• Experience designing interfaces and creating specs for development.
• Experience writing business processes, functional specifications, and detailed design documents.
• Proven experience in IT business analyst / functional analyst role(s)

DESIRED QUALIFICATIONS:
• Hanford experience supporting/developing IT user based services commodity services and business processes
• Extremely proficient with Microsoft Access, Excel and Word.
• Proficient knowledge and experience with SQLPLus, Oracle, Unix, and Perl.
• Proficient knowledge and experience with the Hanford COMIT Telecommunications System.
• Preferred knowledge and experience with the Hanford Fixed Unit Rate (FUR) Billing System.
