SENIOR PROJECT CONTROL SPECIALIST/BUSINESS ANALYST
Responsible for the organization, development, implementation, maintenance and accountability of project controls, financial analysis or estimating applications designed to provide management with the capability of maintaining planning, scheduling, financial analysis and cost control throughout the life cycle of a very complex or unique project or program.
Under limited supervision, performs moderately complex Project Control activities. Activities include, but are not limited to:
Develop, implement, analyze and maintain comprehensive, integrated project
schedules and cost baselines based on thorough analysis of project requirements by applying advanced project controls and business system techniques to support DOE Orders.
Assist in generating, checking and analyzing data to ensure accuracy. Maintain orderly records to provide audit trail data.
Participate in routine project cost reviews/schedule meetings.
Develop cost reports and format as required by internal or client requirements.
Analyze for schedule and cost trends and identify potential problem areas.
Analyze variances in cost / schedule performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Management.
Project Controls services will be provided using SRNS processes, procedures, and systems. Programmatic guidance will be provided by SRNS.
CITIZENSHIP: US Citizen
EDUCATION & EXPERIENCE:
A Master's degree in business / construction management / technical / engineering or a related area and 2 years of practical experience; OR A Bachelor's degree in business / construction management / technical / engineering or a related area and 5 years of practical experience would be considered equivalent; OR An Associate's degree and 8 years of practical experience would be considered equivalent; OR
A high school diploma and 12 years of relevant experience would also be considered equivalent.
Possess strong personal computer skills.
Requires considerable proficiency in the use of automated accounting, budgeting, cost management and estimating systems as tools for performing required duties
Working knowledge and understanding of project management and cost and schedule control at the tactical level, along with a knowledge of operations, maintenance, or project startup and Construction.

Microsoft Office programs
DOE Order 413.3
Earned Value Management (EVM) principles.
A 40 hour work week is scheduled. SRS utilizes various work schedules; including:
5/8s (8 hours/day; five days per week)
4/10s (10 hours/day; four days per week)
9/80s (9 hours/day, five days on week A and 4 days on week B).
Work week excludes SRNS holidays. Each workday has a 30 minute lunch unpaid.
AREA SECURITY ACCESS:
Candidate must have the ability to obtain and maintain a DOE L security clearance. Supplier shall possess a positive FOCI determination from DOE which includes the L security clearance level An active DOE clearance is not initially required to perform assigned duties. Candidate who has had an active
L or Q clearance within the past two years is preferred.
