The Project Manager (PM) is responsible for the overall direction, coordination, implementation, execution, control, and completion of facility infrastructure projects, ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. The PM is expected to frequently engage with end user(s), PPPL, and DOE stakeholders to ensure timely and accurate awareness of project status and performance. The PM manages the full life cycle of assigned projects and assures that these projects are completed in accordance with PPPL and DOE policies, programs and procedures. The PM will provide expertise associated with their technical field to the Facilities and Site Services department contributing to departmental planning and daily operations.

Core Responsibilities

The Project Manager will be a key participant in determining needs, developing project scope, cost and schedule baselines in accordance with PPPL design and industry standards.
Responsible for compliance to PPPL’s Integrated Safety Management process for contractors and PPPL employees
Capable of performing typical calculations for engineering projects,
Evaluate and provide engineering direction to maintain existing equipment and systems including the preparation of operating and maintenance procedures.
Serve as Subject Matter Expert on applicable Engineering issues.
Prepare contract documents (Statements of Work) for projects.
Sufficiently strong knowledge of potable, sanitary and other infrastructure systems to develop, present and defend designs during peer, preliminary and final design reviews.
Prepare design and construction cost estimates based upon industry standards (e.g. RS MEANS)
Possess general knowledge of buildings, building systems, and work to address construction/design/retrofit questions.
Have the ability to read and understand drawings, specifications and construction documents.
Ability to work independently to complete routine tasks.
Ensures project deliverables are met on cost, schedule and with particular attention that technical scope meets objectives.
Identifies project issues and adverse conditions and develops/implements timely and effective recovery plans when appropriate.
Manages procurements, subcontracts, services, and other financial obligations necessary for the successful completion of the project.
Identifies and manages proactively project risks, develops cost and schedule contingency estimates, and informs relevant stakeholders.
Other work as assigned.
Education and Experience

Bachelor’s Degree in Engineering (most relevant disciplines).
Minimum 5 years relevant experience.
Strong foundation in project management principles and techniques; and principles of contract management.
Demonstrated ability in cost estimating, tracking and scheduling techniques for capital projects.
Use of strong oral and written communication, presentation and facilitation skills required.
Demonstrated supervisory skills
Knowledge, Skills and Abilities
Superior communication skills, both written and oral are essential, must be self-motivated and have a proactive approach to solving programs, excellent computer skills and familiarity with Microsoft Office suite and AutoCAD.
A valid driver license is required. Knowledge of Department of Energy, and General Service Administration (GSA) regulations or similar is desired.
Project Management software, RS Means Costworks or equivalent, working knowledge of building codes and construction industry standards.
Certificates and Licenses

Licensed Professional Engineer preferred.
Relevant experience managing government projects and contracts preferred.
Physical Requirements
The successful candidate should have the ability to lift 50 pounds, have the ability to work in confined spaces and from elevated platforms, scaffolding and ladders.
Dependent on project, typically requires work indoors but can require outdoor work as project needs dictate.
Routine exposure to support – service areas including boiler plants, mechanical spaces and areas where building infrastructure and operating systems as contained both inside and outdoors.
At times, the examination of these spaces requires bending, stooping, and climbing around moderate system components, use of ladders and devices to access systems.
Working Conditions

Work is predominately on site during normal business hours unless required otherwise to minimize disruptions to normal operations of the Laboratory.

Local candidates preferred, no per diem or relocation offered.
