EVMS Project Controls Specialist

JOB PURPOSE

The Project Controls Specialist reviews and analyzes project scheduling/costing and project related information at Princeton Plasma Physics Lab. Utilizing Project Management and Earned Value Management (EVM) methodologies in compliance with DOE O413.3B, the Project Controls Specialist is responsible for in-depth review and analysis of project cost, schedule and risk throughout the life cycle: initiation, planning, execution, control, and closeout. Assignments include independent review, and analysis of multiple ongoing projects.

Responsibilities include ensuring project compliance with the DOE Certified Earned Value Management System (EVMS), identifying the root causes for cost and schedule variances, evaluating trends to mitigate project cost and schedule risk and reviewing completed projects for lessons learned. Incumbent shall be capable of analyzing historical data to evaluate estimates with identified assumptions for future projects.

CORE DUTIES

Input and configuration control of project specific schedule and cost information into the master project resource loaded schedule in line with the most current government and industry requirements and guidelines for EVM implementation to ensure compliance with PPPLís Project Management System.
Collection and update of project status as reported by project line management on a monthly basis and as needed, and modeling of proposed alternatives and options as proposed by the project manager as needed.
Thorough independent review and analysis of project schedules for proper sequence, logical relationships, and critical path analysis.
In-depth review and analysis of project performance providing clear results of variances and identification of specific task(s) causing them.
Project cost and schedule risk analysis/identification of potential schedule and cost issues. Proactively informing managers of potential risks and problems and proposal of resolutions with sufficient time to mitigate the impact(s).
Evaluate projects for lessons learned, recommend mitigations.
Update and review of project documentation, provision of charts, graphs and presentation materials and status reports as needed.
Contribution to the development of the organizationís project management/earned value policies. Maintaining functional proficiency through participation in earned value and project reviews.
Provide review of proposed projects and what-if analysis using data mining techniques from historical project cost, schedule, and performance archives.
Other duties as assigned.
Requirements
MINIMUM REQUIREMENTS

Bachelorís degree in Project Management or Business plus 10 (ten) years of progressively responsible experience analyzing project performance management or the equivalent combination of education, experience, and training
5 (five) years of experience implementing EVMS project controls
5 (five) years of experience with Primavera P6
Previous experience managing DOE O413.3b projects preferred
In-depth knowledge of Project Management concepts
CAPM and/or PMI-SP preferred

Knowledge, Skills and Abilities (including unique software/hardware requirements)

Comprehensive earned value management knowledge and experience in interpretation, execution, and application of project management theories, principles, and techniques for cost and schedule systems for project and program portfolios
Ability to use computerized performance measurement systems for schedule, cost and risk management
Self-motivated problem solver with excellent analytical skills
Ability to maintain professionalism and accuracy while supporting interruptions in a dynamic working environment
Exceptional ability to multi-task and prioritize in a fast paced, dynamic environment
Self-starter with keen attention to detail
Thorough understanding of variance analysis
Experience with risk management and analysis
Considerable knowledge of Microsoft Office with extensive and demonstrable experience in advanced Excel functions
5 (five) years of experience with Primavera scheduling software, or equivalent
Knowledge of WBS, Sequencing, Resource loading and other controls
Excellent oral and written communication skills are required as incumbent works regularly with project and lab management
Strong ability to collaborate with project managers and teams
Ability to take broad concepts and raw data and develop timely and accurate information to be used by all levels of Lab leadership is important
Considerable skills in developing, cultivating, and maintaining internal and external working relationships
Strong leadership and mentoring skills.
Experience with DOE project management system requirements and practices
Experience in Deltek Cobra, Deltek Acumen Fuse and Acumen Risk

Certificates and Licenses

CAPM and/or PMI-SP preferred
