Edgewater is seeking qualified candidates for a Hanford Office of Communications opportunity for our customer in Richland, WA to support the Hanford Site DOE Office of River Protection.

Division – Hanford Office of Communications (HOC)
Title: Hanford Office of Communications Support

Work Location: The place of performance for this task order shall be: 2440 Stevens Center Place, Richland, WA 99352.

SCOPE OF WORK
Seeking Specialist to research and develop strategic communication initiatives on Hanford cleanup issues and challenges, and in support of the Office of the Manager (RL/ORP) as requested by Hanford Office of Communications Director.

Specialist will provide a broad spectrum of support to include:

• Comprehensive communication strategies on highly technical subjects, to inform and educate internal and external stakeholders at varying levels of education and knowledge on the topics.
• Media engagement materials, sometimes requiring technical research and understanding.
• Communication products used to inform and educate various internal and external audiences and stakeholders
• Development and coordination through review and approval process communication products, including but not limited to presentations, press releases, announcements, fact sheets, and fliers on tank farms and WTP topics for delivery at various stakeholder engagements, including the Hanford Advisory Board, Oregon Hanford Advisory Board, Hanford Communities, local decision-makers, Congressional and legislative staff, and others.


DELIVERABLES
• Communication strategy to address the overall tank waste management program, initially focused on tank integrity. The product will include:
o Background of the current situation
o Key messages
o Talking Points
o Media strategy
o Stakeholder Strategy
o Execution strategy
• Communication strategy to address supplemental tank waste treatment
o Background on past reviews and recommendations
o Summary of current assessments and consideration
o Key messages
o Talking points
o Presentation
o Engagement strategy

Deliverables shall be accomplished in accordance with RL/ORP procedures and directions provided by the HOC.

QUALIFICATIONS
• Education – BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively
• Ten (10) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant.
• Working level knowledge of Hanford Site mission, activities and priorities.
• Working level knowledge of DOE’s program management practices, policies, and procedures.
• Working knowledge of Hanford Site tank farm mission and status.
• Working knowledge of Hanford Site Waste Treatment and Immobilization Plant Project.
• Experience writing for external non-technical audiences on highly technical topics.
• Knowledge of media strategies and tools.
• Broad knowledge of the Hanford stakeholder groups, sensitivities and concerns.
• Proven ability to interface successfully with senior level management.
• Ability to work with government and contractor personnel to problem solve and formulate strategies for success.
• Excellent written and verbal communications skills.
• Expert knowledge of MS Word, MS PowerPoint, Excel, and/or other MS Office tools.

Site Access and Work Hours
Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday. Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the contract Specialist prior to performing the work.
