Talascend is currently seeking a Sr Startup Engineer (DCS) for a contract opportunity located in Richland, WA.
Plans and conducts work requiring judgment in the evaluation, selection, application, adaptation, and modification of standard techniques, guidelines, procedures, and criteria.
Devises new approaches to startup, maintenance, operation, or testing.
Plans and coordinates independent work requiring judgment and experience in the application and substantial adaptation of operations and startup techniques.
Devises new approaches to operations problems.
Provides startup, maintenance, operation or testing direction to subordinate senior startup engineers, engineers, technicians, crafts or others as assigned for specific projects or tasks.
Requires experience and demonstrated skill in handling work and a broad knowledge of precedents in the industry.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends, as needed.
This position shall be performed under the direction, control and supervision of Waste Treatment Closure Company.
Develops and evaluates plans and criteria within a discipline or specialty for a variety of project activities; interprets new or special regulations, codes, standards, criteria and performance data relating to the specialty; provides technical advice and counsel on specific assignments; provides input and participates in special technical educational and training programs as directed; and performs field consulting services as required.
In addition, applies specialized knowledge of startup methods to the solution of specific problems; provides the resolution of technical questions arising in the area of specialty; uses advanced startup engineering techniques and the modification and extension of theories, precepts and practices of related sciences and disciplines.
Participate in project planning meetings to coordinate the DCS commissioning team activities with the project goals; schedule work tasks & labor for DCS commissioning.
Prepare progress reports for project management review, describing item work-off, loop check count completion, logic check progress and activities planned next week.
Control network set-up, administration and management; scheduled maintenance of DCS servers, system back-ups & network switches and routers. This requires proficiency and experience with ABB System 800xA.
Perform instrumentation and electrical loop checks and to troubleshoot DCS hardware/software issues. Perform logic development & testing to confirm that the as-shipped logic performs as per the system description and operation philosophy and to document the testing is complete.
Work with package vendors/system test engineers to commission remote PLC systems including supporting control and instrumentation testing and commissioning MODBUS/TCIP, OPC, Profibus, FOUNDATION Fieldbus, or GSM protocol datalinks back to the DCS.
Monitor supplier TA activities to ensure proper charging of TA time (i.e.: ensure the client is not charged for TA time spent addressing the vendor’s own issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO; Reports and document vendor work activities daily in accordance with applicable procedures.
Provide assistance to the training group on the project in the development of training program material intended for classroom and OJT training of client personnel; operator training in the operation and control of the plant and how to operate the unit the DCS graphics.
Complete testing per client standard and project specific procedures. Completes all test records, data sheets, etc. to fully document testing activities; supports commissioning activities via DCS controls for activities such as system and component testing, testing each individual piece of equipment for correct operation from the DCS, including valves, motors, heaters, analyzers and blowers. This requires in-depth knowledge and experience with the ABB System 800xA DCS, including the ability to trace logic, make and download modifications, and correction communication problems.
Provide input to engineering on revisions required to drawings, databases, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and execution of the commissioning to ensure all such documents are consistent; Prepare the necessary design change and non-conformance documents in accordance with client procedures as required to document as-built conditions and/or properly resolve deficiencies; implement design changes issued by the engineering group; create engineering design changes in response to system problems and document the changes using engineering procedures.
Preparation of system testing and turnover documentation including scoped documents, test records, test procedures and other similar required documents.
Participate in system turnover/handover walkdowns; initiate, track and resolve punchlist items for assigned areas of responsibility; attend system walk-downs with the customer to demonstrate the DCS system operation and compliance with the contract requirements, manage and plan punch-list item work-off.
Prepare system turnover packages in accordance with project procedures by assembling and reviewing all system test documentation (all disciplines) for adequacy and completeness.
Use well developed interpersonal skills to interact closely and frequently with management, operations, and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions.
Use Microsoft Word, Excel, Access and client Standard Applications Inspec, SetRoute, Teamworks, E-Track and Infoworks in the execution of work assignments.
Work hours as required, including shiftwork, overtime, weekends, nightshift and holidays as necessary to support the project.
Perform other duties as directed in support of project activities.
A bachelor’s degree in engineering or related field, from an accredited college or university plus 9 years related experience in startup/operations: in lieu of formal degree, high school diploma plus 15 years of related experience.
Four years of experience with the ABB System 800xA, including use of Control Builder and Function Designer. Experience in ABB System 800xA administration is preferred.
Candidates must have the right to work and remain in the US without sponsorship.
Upon reporting, must be able to complete and pass a medical evaluation for badging purposes. Must have full mobility, be able to walk on uneven or broken surfaces (rocks, gravel, etc.). The examination includes, but is not limited to ability to pass blood pressure test, able to bend, twist, pull, push, climb, and lift more than 20 lbs.
Must be able to complete and pass a drug screen, medical, and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site.
Previous experience scheduling and performing systems related analysis and operational troubleshooting for the ABB System 800xA. In-depth knowledge of the specialty area (Instrumentation, Distributed Controls) and knowledge of principles and practices related to sound operation.
Good knowledge of related construction and engineering practices or equivalent and the economics involved. Knowledge of industry and regulatory standards, and design criteria. Skill in oral and written communication.
If applicable, mobilization and demobilization expenses (mileage, lodging, and M&IE) are authorized to and from the assignment location if point of origin is more than 50 miles away. Demobilization is authorized only if the assignment is completed per the assignment end date, or the client ends the assignment earlier than specified.
Contract employees are expected to drive their own car to the assignment location. Lodging plus methodology is approved for the settling-in period of the first 30 days or until long-term lodging is occupied, whichever occurs first. For mobilization, demobilization and during the settling-in period all charges, except M&IE per diems, are to be invoiced to the client with required receipts. After long-term lodging is occupied, or the 30-day period has elapsed, the per diem allowance for lodging, meals and incidental expenses will be no more than 55% of the approved FTR rate.
Contract employees on single status assignments of 3 months or more may be granted trips home. Trips are not to exceed a frequency of once every 28 days provided that a minimum of 30 days, from the trip departure date, remain in the assignment. Trips are expected to be scheduled over the weekends and will be on the contract employee’s own time. Up to 3 days of home leave travel expenses will be reimbursed including parking and car rental at home (if own car was driven to project location). M&IE is only paid on travel days. Deviations in home leave schedules require project approval. Reimbursement for travel via common carrier (airline, train, or bus) may not exceed the cost of economy class airfare.
