Senior Estimator II – Chief Estimator
Grade 26-28

LEVEL DETAILS
Grade 26

EDUCATION

Bachelor’s degree in engineering or construction or demonstrated equivalent combination of education, training and related experience.

EXPERIENCE

12+ years of experience in the Engineering or Construction Industry, including 5+ years of experience on a
project performing work outside the estimating function. Must have some expertise in the company sanctioned estimating applications and systems

Level Specific Responsibilities:
• Demonstrated advanced understanding of Estimating core processes requiring minimal direction and supervision.
• Advanced knowledge of EPC estimating methods, processes, and procedures. Understands estimate types, classifications, and components. Specifically understands detail level estimates and design packages. Extensive experience with Lump Sum Design Build and/or OOM estimates.
• Extensive knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis, life cycle analysis and management of personnel.
• Extensive experience with implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.
• Advanced knowledge of the applicable UCOR processes and systems. Knowledge of administrative and supervisor practices.
• Advanced understanding of craft productivity, current market pricing in related areas and knowledge of construction practices in local work region.
• Advanced knowledge of construction methods and techniques in area of specialization and have a general understanding of other disciplines. Familiar with engineering and construction codes and standards.
• Advanced knowledge of the principles of Life-Cycle costing, cost in use, and operating costs and ability to undertake a Net Present Value (NPV) analysis.
• Advanced knowledge of estimating terminology and measures and recognizes estimating processes/project actions that may impact the project.
• Participates with management in development of trategies and plans.
• Analyzes and used estimations to predict key project issues.
• Evaluates business opportunities and potential profitability.
• Advanced understanding of construction means, methods, and sequences- multiple disciplines
• Responsible for planning, organizing, and leading the work of subordinates under the direction of a manager or functions as a technical expert
• May work directly with contractor to resolve technical matters during negotiation and contract execution
• Determines construction equipment selection.
• Possesses a working knowledge of planning and scheduling.
• Understands company cost structure (overheads, G&A, insurances).
• Develops Work Breakdown Structures.
• Capable of managing the preparation of an estimate.
• Leads Project Team estimate reviews.
• Evaluates suitability of scope and executive plan for basis of estimate.
• Initiates the preparation of an Estimate Plan (approach, techniques, level of effort, cost, and schedule), Basis of Estimate and qualifications.
• Prepares bid tabulations responding to the customer/Request for Proposal requirements.
• Collects, analyzes and archives project data. Develops historical documentation.
• Develops current project estimate comparisons with previous performance and market benchmark data.
• Helps prepare information for Executive Review Committee presentations.
• May provide guidance to less experienced estimating personnel.

EXPERIENCE

Extensive experience in the Engineering or Construction Industry with 12+ years in estimating, including
7+ years of experience on a project performing work outside the estimating function. Has a strong understanding of planning and scheduling and the company cost structure (overheads, G&A, insurances). Demonstrated superior technical ability in the areas of specialty and possession of expert knowledge in those areas.

Level Specific Responsibilities:
• Demonstrated superior technical ability in the areas of specialty and possession of expert knowledge in those areas
• Manages the development of estimates from inception to completion. Develops an achievable estimate plan, inclusive of budget, and leads the estimating team in executing the estimate. Consolidates the estimate components and prepares the proposal cost volume and bid forms. Responsible for assembly and timely submittal of escrow proposal documents
• Reviews estimate and ensures quality and integrity. Ensures lessons learned are incorporated into the estimate
• Prepares basis and assumption documentation. Ensures lessons learned are incorporated. Fully understands the needs of the customer
• Reviews design or Request for Proposal (RFP) scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating basis when information is incomplete. Suggests alternatives when appropriate
• Establishes and reviews the conceptual scopes of estimates and studies when definition is not available through a demonstrated ability to conceptualize the design of the finished product. Demonstrates specialized contingency skills to compensate for undefined scope
• Support bid evaluation of cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors
• Prepares non-manual, distributable or contractors indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non-manual staffing, startup services, payroll taxes and insurance, camp facilities and operation, and other field costs
• Allocates indirect costs and fee to owner pay items when required
• Identifies ways to mitigate risk. Assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation

EDUCATION

Bachelor’s degree in engineering or construction or demonstrated equivalent combination of education, training and related experience. Master’s degree in business, engineering, or construction management desirable.

years of experience on a project performing work outside the estimating function. Strong understanding of planning and scheduling and the company cost structure (overheads, G&A, insurances). Demonstrated superior technical ability in the areas of specialty and possession of expert knowledge in those areas

• Assists management in development of strategies and plans.
• Understands estimating terminology and measures and recognizes processes/project actions that may impact the project.
• Assists in the analysis and utilization of estimates to predict key project issues.
• Assists in the evaluation of business opportunities and potential profitability.
• Assists the Project Manager in presenting, trouble- shooting and improving estimates.
• Understands construction means, methods, and sequences.
• Familiar with financial analysis (NPV, ROIC, ROCE).
• Responsible for the technical aspects of planning and organizing the work of subordinates carried out under the direction of a manager.
• Coordinates estimating activities for proposals.
• Assists in the development and implementation of estimating standards and procedures.
• Reviews final estimate packages for accuracy
• and completeness.
• Prepares or assists in the preparation of ROIC and IRR forecasts.
• Assists in preparing budgets and performance plans.
• Oversees the preparation of crew build-ups and production rate determinations.
• Determines construction equipment selection.
• Develops Work Breakdown Structures.
• Manages the preparation of an estimate.
• Leads Project Team estimate reviews.
• Evaluates suitability of scope and executive plan for basis of estimate.

• Reconciles current project estimate comparisons with previous performance and market benchmark data.
• Negotiates internal issues, priorities, and deadlines.
• Prepares and negotiates change orders.
• Performs contingency and risk analysis.
• Delivers estimate presentations to the Executive Review
• Committee.
