Talascend is currently seeking a Civil Superintendent for a contract opportunity located in Waynesboro, GA.

OVERVIEW:

This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. The ability to obtain/maintain access to the facility is required.

The Superintendent is responsible for supervising and directing operations within the civil discipline. Supervises and directs civil contractors, subordinate supervisors and others, as assigned. Ensures assigned construction operations and contractors performance are in compliance with specifications and within schedules and budgets. Primarily reports to Building Superintendent for daily scheduled work priorities, coordination between other disciplines and assigned building specific tasks. Also, reports functionally to Lead Discipline Superintendent for coordination of technical and site specific prioritization of work activities and craft crew distribution.

PRIMARY RESPONSIBILITIES:

Identify steps and focus Foremen, General Foremen, and crews on systematic installation of rebar, layer by layer.
Coordinate with carpenters and other trades to erect formwork and install embedded items in a sequence that maximizes safety, quality, and productivity for all.
Prefabricate wall sections and repeating assemblies whenever feasible.
Direct yard crews to group rebar into manageable bundles easily moved to point of installation.
Verify rebar is adjusted to clear location of post-installed embedded items.
Provides senior leadership for environmental, safety, health, injury/accident and fire prevention on the project. This includes safety orientation, preparation of safety procedures and leading direct hire safety meetings.
Inspect building and area for unsafe conditions, behaviors and practices and take appropriate corrective action to mitigate and eliminate.
Coordinate safety training and enforce safe work behaviors and practices at all times in conjunction with the Environmental Safety and Health Supervisor.
Be the Champion for the ZERO Accident Program. Ensure that Core processes and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
Ensure the applicable design document for civil commodities such as concrete, steel, architectural and excavation is provided to direct hire craft personnel to complete work, and that all design changes are approved prior to implementation.
Responsible for the cost, schedule and optimization of craft labor and maintaining the four week look ahead schedule for labor and equipment.
Interface with Labor/Industrial Relations for craft recruitment and training programs. Approve workforce job requirements and review work accomplished by each craft.
Review craft time records using established automated tools.
Review and approve major equipment mobilization and demobilization.
Responsible for implementing corporate project policies, procedures and instructions within assigned civil work activities or applicable project specific policies and procedures.
Coordinate with the General Foreman and Foreman to hire civil craft labor to execute work.
Coordinate with other discipline superintendents with established building or area construction work activities and plans.
Lead the preparation and implementation of the 3-week look-ahead and four-week rolling schedule and budget control with support from Field Engineering and Project Controls.
Provide input to Field Engineering for quantity tracking application and report weekly installed quantities.
Prepare material requisitions for tools and consumables and coordinate through Procurement to obtain these materials.
Prepare reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts.
Plan the manpower and equipment required to execute the job.
Perform employee reviews and identify training and development opportunities for subordinate civil personnel.
Perform other duties as required by management.

POSITION REQUIREMENT:

Grade 26: Bachelorís degree in Engineering or other relevant technical discipline from an accredited university as well as a minimum of 9 years of relevant work experience, or 15 years of relevant experience in the absence of a degree.
Grade 27: Bachelorís degree in Engineering or other relevant technical discipline from an accredited university as well as a minimum of 13 years of relevant work experience, or 19 years of relevant experience in the absence of a degree.
Must possess legal right to work in US without sponsorship.
Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.
Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.
Basic to intermediate knowledge of EPC and EPCM construction programs, technologies, means and methods.
Basic to intermediate knowledge of supervisory functions relating to construction field activities.
Working knowledge with ASME NQA-1 1994, 2008 and Addendum 2009.
Demonstrated commitment to Environment, Safety and Health (ES&H) and commitment to a Zero Accident safety program.
Basic to Intermediate experience in construction management of nuclear power and non-reactor nuclear facility EPC projects.

Grade 26

On a large job, schedules and directs the sequence of work for several crews of related crafts operating within a single area. On a small to medium job, coordinates and directs multi discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering all areas of the project.

Grade 27

On a large job, coordinates and directs multidiscipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project. On a medium job, coordinates and directs multidiscipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project. Provides backup support to the Project Superintendent and/or Site Manager. On a small job, coordinates and directs construction installation activities for all disciplines in all areas.
